Land use at Lake Royale includes Single Family Residential Dwellings and Water Front Docks/Boathouses and Seawalls. There has been significant erosion of the site, and many of the trees have been damaged and blown down because the adjacent property owners removed most of them, causing the trees on the site to winds that are not natural. 4b. Install new plantings and trees to eliminate erosion. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * - Remove approximately 20 dangerous or otherwise compromised trees that have been damaged by erosion and or wind and will be compromised by shoreline stabilization. -Install vinyl seawall, docks, and a boathouse at the water's edge -Install erosion control within the riparian buffer zone 1 and zone 2 -equipment to include skid steer, excavator, and pile driving hydraulic hammer 5. Comments: The site is highly restrictive due to the cove and all reasonable measures have been taken to limit the impact on Zone 1 and Zone 2 E. Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: -Design includes keeping several large trees and underbrush/groundcover and protecting them during construction -Design incorporates natural topography and added seawall and landscape groundcover to prevent future erosion -Design includes the use of a stormwater pipe and mitigation through landscape hold -back areas and slow -release beds and natural areas tb. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques -Advanced soil and erosion control measures and hold back temporary ponds or drainage swale basins constructed during construction to minimize erosion before silt -temporary groundcover during construction of the seawall and dock -drive sheet piles for seawalls and minimize or avoid hydraulic wash -in of sheets 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a. Does the project require Compensatory Mitigation for impacts to Waters of the U.S. or Waters of the State? Comments: All reasonable measures to limit impacting zone 2 have been taken. The house is extremely long and skinny as a result of the shape of the site. Pedestrian access to the water is provided via a pathway and a sand beach area. The sand beach will allow small children and handicapped people to access the water safely. The patio and stair in zone 2 provide a fire exit and clear path of travel as well as handicapped access to the water via an elevator in the house. The house is being designed to be fully accessible to handicapped persons. F. Stormwater Management and Diffuse Flow Plan (required by DWR) 1. Diffuse Flow Plan 1a.
