Hello Ms. Peterson,
Bakery Feeds greatly appreciates the NCDEQ's review of the proposed Action Plan. Per the comments listed in the previous email,
Bakery Feeds has expanded upon these comments in the attached, revised Action Plan and also addressed them below:
• Bakery Feeds will plan to replace the hay bale at the drain by the Rail Car Unloading Area as needed and add a hay bale at
the top of the outfall concrete structure
• Bakery Feeds will plan to street sweep once a week, or as needed,on the areas that discharge to Outfall 001
• Bakery Feeds will plan to clean out the oil/water separator once a month, or as needed,as this will be completed by a third
party contractor
• Bakery Feeds will plan to retrain all employees that manage the Bakery Raw Material Unloading Area and will include the
following:
o Housekeeping with general operational procedures
o All storage and work areas being kept clean and in well-organized manner
o Monthly, or as needed, inspection of surfaces for any areas needing additional cleaning
o Monthly, or as needed, inspection of hay bales and replace if needed
Bakery Feeds will await NCDEQ's review and approval of the attached, updated plan prior to implementing the plan. Upon the
approval of this plan, Bakery Feeds will plan to notify NCDEQ of the plan's completion. If you should have any additional questions,

DEQ has received your action plan. Please see my comments below.
1. At what rate does the facility propose to increase street sweeping for paved areas that discharge
to Outfall001?
2. At what rate does the facility propose to increase the frequency of cleaning the oil/water
separator?
3. Please include the proper cleaning techniques that the training will cover (you may attach the
training that you will prepare for the employees that manage the Bakery Raw Material Unloading
area as mentioned in your modifications).
Please address these comments and revise your action plan. Once complete, you may send a copy to
me via email. Let us know if you need any technical assistance.

Regional Office(NCDEQ)the Action Plan in response to the sample results mentioned below. Bakery Feeds will plan to await
NCDEQ's approval prior to implementing the plan. Upon the approval, Bakery Feeds will plan to implement the Action Plan and

Darling Ingredients Inc. (Bakery Feeds) herein provides the North Carolina Department of Environmental Quality, Mooresville
Regional Office(NCDEQ) notification of the recent exceedance of the NPDES Permit NCG060220(Permit) identified benchmark
concentration for Chemical Oxygen Demand (COD) at Outfall 001.This notification fulfills the reporting requirement identified in
Permit Condition E-7(a).On March 7, 2024, Bakery Feeds received the laboratory reports from Pace Analytical Services(formerly
Shealy Environmental Services, Inc.) indicating an elevated COD concentration of 122 mg/L at Outfall 001. Darling immediately
contacted Pace Analytical Services to run a reanalysis of that COD result and the reanalysis confirmed it to be at 123 mg/L.
Bakery Feeds will conduct a storm water management inspection, identify and evaluate possible causes of the benchmark
exceedance, and prepare an Action Plan that includes actions to reduce concentrations of COD pursuant to the timeline detailed in
Permit Condition E-7(a).Additionally, monthly monitoring will begin effective immediatelyfor Outfall 001. If you should have any
