Dear Mr. Johnson,
A representative with the Division of Water Quality in the Wilmington Regional Office conducted a NPDES
Compliance Evaluation Inspection at the Big Ed Feed Mill facility located in Duplin County on May 3, 2011. The
inspection was conducted to determine whether this facility is in compliance with the NPDES General Wastewater
Permit NCG500000. During the inspection the representative collected a sample of the wastewater discharge.
Enclosed is a copy of the inspection report along with the sample results.
The following information is hereby requested:
1. Semiannual analytical (quantitative) monitoring data for the past three years with analytical bench sheet
analyses from the laboratory.
2. A copy of your certificate of coverage.
This information should be sent to this office within ten business days from the receipt of this correspondence.
Once this information is received by this office, it will be reviewed with respect to the permit requirements and the
compliance status of this facility will be assessed. You will receive a follow up report once the review process is
completed.

Sampling and Certification Requirements -
Correction and Clarification
Dear Stormwater Permittee:
You may have received correspondence in the past about whether stormwater samples must be analyzed by a certified lab. If you
are covered under a General Permit that was renewed in 2007, the information in our issuance letter and previous Technical
Bulletins may have misguided you about how certification rules apply to stormwater sampling and results. We are sending this
letter to correct our misunderstanding of the rules and provide more accurate direction to you on this issue. We have also posted
this information on our website (http://h2o.enr.state.nc.us/su/Forms_Documents.htm#stormwaterGP) and in various revised
stormwater General Permit Technical Bulletins.
In the fall of 2007, DWQ received a request for clarification of certification requirements during the public comment period of draft
renewal stormwater General Permits NCG030000, NCG060000, NCG080000, NCG090000, NCG100000, and NCG120000. In the
final issuance letter for those permits, we advised permittees that all analytical results (including pH, which must be measured
within 15 minutes) must adhere to the certification requirements in T15A NCAC 2H .0800, as administered by DWQ's Laboratory
Section Certification Branch.
While that is true for wastewater discharges originating from Water Pollution Control Systems defined under T15A NCAC 8G
.0300, North Carolina certification procedures do not apply to stormwater-only discharges at this time. However, any monitoring of
discharges under an NPDES permit (including stormwater) must be conducted in accordance to test procedures approved under
federal regulations in 40 CFR 4136. All labs certified by North Carolina perform analyses in accordance with those procedures.
So, even if your facility is not a classified Water Pollution Control System (which handles wastewater and not stormwater), any data
gathered under an NPDES permit must conform to federal requirements. This includes measuring pH properly within the 15-
minute hold time. Using a North Carolina certified lab is often the easiest way to comply with NPDES Program requirements. A
list of North Carolina certified labs can be found on-line at: httr)://h2o.enr.state.nc.us/lab/cert.htm.
Information on labs certified to measure field parameters (such as pH) and technical guidance on field pH measurement can also
be found at that website (see the downloads section). The alternative to using a certified lab is to adequately train personnel to
perform analyses and use equipment in accordance with the same standards.
Please be sure to share this information with the employees responsible for stormwater management and NPDES permit
compliance at your facility. If you have any questions regarding this information please contact a staff member of the Central

TECHNICAL ASSISTANCE FOR FIELD ANALYSIS OF pH
This document is intended to provide technical assistance and guidance for the measurement of pH. This is not meant to be a
substitute for the method, but is offered as a guide to the method.
HOLDING TIME:
• Samples must be analyzed within 15 minutes of collection.
METER CALIBRATION:
• The meter must be calibrated prior to the analysis of samples.
• If compliance samples are analyzed throughout the day, a post calibration check (e.g., 7 buffer) must be analyzed mid-
day and at the end of the run (i.e., roughly every 4 hours based on an eight hour day).
For routine work, use a pH meter accurate and reproducible to 0.1 pH unit with a range of 0 to 14, equipped with a
temperature compensation device. Follow all manufacturers' recommendations for the calibration of the meter each
analysis day. In all cases, the meter must be calibrated with at least two buffers. Calibrating with the pH 4 and pH 10
buffers meets standard methods requirements and brackets the pH range for most monitoring (with the exception of
sludge) scenarios. The calibration; however, must bracket the range of the samples being analyzed. In addition to the
calibration standards, the meter must be verified with a third calibration standard (e.g., pH 7 buffer).
o In order to meet the above -specified criteria, the standard must read within a range of pH 6.9 to 7.1 ,to be acceptable.
General Information:
• Samples shall be gently stirred during measurement.
• The electrode must be rinsed and blotted dry between measurements.
All thermometers and temperature measuring devices must be checked every 12 months against a NIST certified or
NIST traceable thermometer and the process documented even if the instrument is not used for reporting temperature
results. To check a thermometer or the temperature sensor of a meter, read the temperature of the thermometer/meter
against a MIST certified or NIST traceable thermometer and record the two temperatures. The thermometer/meter
readings must be less than or equal to 10C from the NIST certified or NIST traceable thermometer reading. The
documentation must include the serial number of the NIST certified thermometer or NIST traceable thermometer that was
used in the comparison. Also document any correction that applies on both the thermometer/meter and on a separate
sheet to be filed. (NOTE: Other certified laboratories may provide assistance in meeting this requirement.)
DOCUMENTATION:
The following must be documented whenever sample analysis is performed.
1. Time and date of sample collection
2. Time of calibration
3. Time and date of analysis (to verify 15 minute holding time is met)
4. Collector's/analyst's name
5. Value of buffers used for calibration
6. Value obtained for check buffer (e.g., pH 7 buffer)
7. Sample location/site
8. Post calibration checks (if applicable)
9. Report all data values to the nearest 0.1 pH unit.
10. The temperature correction (even if it is zero) must be posted on the meter as well as in hard copy format (to be
retained for 5 years).
11. Traceability for chemicals, reagents, standards and consumables

side of U.S. Highway 117 approximately 1.6 miles north of
the Town of Rose Hill.

C. Describe receiving stream features and pertinent
downstream uses: This is a rural, slow moving stream
which, until recently, received a downstream permitted
wastewater discharge from House of Raeford chicken
processing plant. There is currently a permitted
cooling water discharge to a downstream tributary.
PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS

pharmaceuticals and feed additives, and produce pelletized
poultry feed. No applicable CFR Part or Subpart.

PART IV - EVALUATION AND RECOMMENDATIONS
This is a new facility which will be used for storing grain
and producing poultry feed. A 500 hp boiler will require routine
blowdown at a rate of approximately 25 GPD. The applicant will
submit conditioner information as soon as he can get it from the
supplier.
When the application was received it was assigned permit no.
NC0070866 which was issued to Nash Johnson & Sons for the
discharge of non -contact cooling water from a chicken hatchery.
The permit does not require that any self monitoring be done. The
hatchery has discontinued operation at the permitted location and
has moved to a new facility about 0.6 mile south. It has been
determined that there is currently a cooling water discharge from
the hatchery. The Company has been informed of the need to modify
the permit to reflect the new outfall location. It would probably
be appropriate to add monitoring at this time.
It is recommended that permit number NC0081655 be assigned
for the proposed discharge of boiler blowdown. Upon favorable
review of the boiler conditioner information, it is recommended
that a draft permit, containing standard conditions for boiler
blowdown discharges, be placed at public notice. If there is no
significant adverse public comment, it is recommended that the
permit be issued for a period of five years.

An application for the subject project was received December
5, 1991. A staff report was submitted dated January 16, 1992. The
new facility is to be used for storing grain and producing
poultry feed. A 500 hp boiler was to be installed which was to
require routine blowdown at a rate of 25 GPD. The company has now
decided to install an additional 350 hp boiler with a similar
blowdown requirement. The total boiler blowdown volume will be
less than 50 GPD.
It is understood that a permit has not yet been drafted.
This change will make little difference in the application but it
is felt that this information should be included in the file.
