On April 16, 2024, Jim Westcott from the Raleigh Regional Office visited your conjunctive
reclaimed water utilization system to evaluate compliance with the subject permit. The
assistance of John Parrish and Davis Edmonds at the time of the inspection was appreciated.
The facility is permitted for the operation a 400,000 gallon per day (GPD) conjunctive reclaimed
water utilization system consisting of an influent flow meter; a 3,156,000 gallon unlined
reclaimed water storage pond with dual 550 gallon per minute (GPM) vertical turbine reclaimed
water utilization pumps and dual 3,250 cubic feet per minute (CFM) blowers; a weather
station; a reclaimed water distribution flow meter; approximately 69.8 acres of golf course
reclaimed area; and all associated piping, valves, controls, and appurtenances with no
discharge of wastes to surface waters.
The permit, which was issued April 12, 2022, is effective through July 31, 2028. Division
records indicate the required annual fee for the period ending April 30, 2025, due May 11,
2024, is currently open.
Inspection criteria consisted of the following:
❑ Review of permit conditions.
❑ Evaluation of facility information and wastewater collection and lagoon system.
❑ Review of logbook, operation, and maintenance plan (O&M), calibration records and Non -
Discharge Monitoring Report (NDMR).
❑ On -site inspection of lagoon wastewater system and distribution components.
Findings during the inspection were as follows:
The system receives reclaimed water into a storage lagoon from the Utley Creek Water
Reclamation Facility in Holly springs. Reclaimed water usage is collected from the Utley Creek
Water Reclamation Facility (WQ0032289 - NC0063096). The distribution system is in a pump
house above the storage lagoon which is controlled by a Flowtronex control system with VFD
controller which operates two 60 Hp, 550 GPM US Motors vertical turbine pumps.

An inline 5 Hp pump applies system pressure when the distribution system is not operating
maintaining a system pressure of 128 psi. An additional tie in with a cross connection device
can supply potable water to the system if required and controlled by a microcom Pro Star 15
controller with a solar charging panel. Usage records for the 2023 season were 7,577,516
million gallons (MG). The spray system is composed of 1000 spray heads and an onsite internal
audit is conducted annually to ensure proper operation to all distribution areas. All reclaimed
flows are applied to the fairway and potable water is applied to the greens and areas which are
protected from buffered regions and established indigenous plantings.
The freeboard level in the reclaimed pond was 3'. lagoon freeboard levels are recorded weekly.
Solitude lake management conducts algae surface treatment applications as needed to the
reclaimed water lagoon.
An O&M manual was available at the time of inspection.
Proper signage on all reclaimed water piping and appurtenances were clearly identified and
located throughout the facility and color coded as non -potable.
Pro -Pump calibrates the in -line flow meter and was recently serviced in February of 2024.
Additional maintenance was performed with the replacement of the expansion tank and oil
change and service of the in line vertical turbine pumps. Annual maintenance is performed on
a scheduled basis.
A map of the surrounding golf course detailed all interconnected main and lateral lines with
independent shutoff and transfer valves in separate zones was available at the time of
inspection.
The Annual Standard Soils fertility analysis is conducted by Tri-Link solutions. Independent
fertilization analysis is performed twice a year in addition to the permit required soils analysis.
Records were available for review at the time of inspection.
Please continue to periodically inspect and evaluate the wastewater spray irrigation system
components are properly maintained and operating as designed. Maintain all associated
operational records onsite for a period of fives as required by the subject permit.
