The only substances that the Tillery Plant may add to water are (1) trace amounts of metals from normal corrosion and erosion of the piping and equipment through which the water passes and (2) traces of oil and grease from the equipment that comes into contact with the water. Previous NPDES monitoring has indicated that the oil and grease concentrations resulting from this source are normally very low. In the unlikely event of an oil spill, the oil would be collected in the plant's sump. Should this occur, an oil detector in the sump would activate alarms and disable the discharge pump which would prevent the discharge of oil to the river. Any oil collected in the sump would be removed with an oil skimmer for proper disposal. The Tillery Plant has a Spill Prevention Control and Countermeasure Plan which addresses procedures for minimizing the risk of oil spillage.
