The Division has renewed the subject General Permit. We appreciate your patience during the
longer -than -expected renewal period. The Division hereby issues the updated version of Certificate of
Coverage (CoC) NCG600189 under General Permit NCG500000. It is issued pursuant to the requirements
of North Carolina General Statue 143-215.1 and the Memorandum of Agreement between North Carolina
and the US Environmental Protection agency dated October 15, 2007 [or as subsequently amended].
If any parts, measurement frequencies or sampling requirements contained in this General Permit
are unacceptable to you, you have the right to request an individual permit by submitting an individual
permit application. Unless such demand is made, the certificate of coverage shall be final and binding.
Please take notice that this Certificate of Coverage is not transferable except after notice to the
Division. The Division may require modification or revocation and reissuance of the certificate of coverage.
Contact the Favetteville Regional Office Prior to any sale or transfer of the Permitted facility.
Regional Office staff will assist you in documenting the transfer of this CoC
This permit does not affect the legal requirements to obtain any other State, Federal, or Local
governmental permit that may be required. If you have any questions concerning the requirements of the

clearly indicated. This includes tracing the pathway of a storm sewer to its discharge point.
c) If this application is being submitted by a consulting engineer (or engineering firm), include
documentation from the applicant showing that the engineer (or firm) submitting the application
has been designated an authorized Representative of the applicant.
d) Final plans for the treatment system (if applicable). The plans must be signed and sealed by a
North Carolina registered Professional Engineer and stamped- "Final Design -Not released for

On February 24, 2006, our office received your letter dated February 23, 2006, reporting that the
quarterly monitoring of discharges for pH had not been performed at the Tillery Hydroelectric Plant as
required in Part I, Section A(3) of the General Permit NCG500000 that became effective on August 1,
2002. It was also stated in your letter that while some pH data existed, it was collected from in -stream
monitoring points instead of the normal sample point and only performed on a semi-annual basis. As
you are aware, both the frequency and the location of the existing pH data is in direct violation of the
General Permit. Based on this information, the Division of Water Quality issues this Notice of
Deficiency for noncompliance with the General Permit.
Since your letter details the identification of this deficiency and offers corrective actions that
have already been taken to comply with the permit, we are not requesting a Plan of Action at this time.
Please insure that these measures are followed and that all permit requirements are met to avoid any
future deficiencies.

SUPPLEMENT TO REQUEST FOR RENEWAL OF NPDES PERMIT
FOR
CP&L TILLERY HYDROELECTRIC PLANT
(Certificate of Coverage NCG500189)
Description of chemical additives in use or proposed for use at the Tillery Hydroelectric Plant
The Tillery Hydroelectric Plant does not use any biocides or other chemical additives to treat the
plant's non -contact cooling water or other sources of wastewater. The only substances that the
Tillery Plant may add to water are (1) trace amounts of metals from normal corrosion and erosion
of the piping and equipment through which the water passes and (2) traces of oil and grease from
the equipment that comes into contact with the water. Previous NPDES monitoring has indicated
that the oil and grease concentrations resulting from this source are normally very low. In the
unlikely event of an oil spill, the oil would be collected in the plant's sump. Should this occur, an
oil detector in the sump would activate alarms and disable the discharge pump which would prevent
the discharge of oil to the river. Any oil collected in the sump would be removed with an oil
skimmer for proper disposal. The Tillery Plant has a Spill Prevention Control and Countermeasure
Plan which addresses procedures for minimizing the risk of oil spillage.
