MEETING MINUTES

• Introductions, representation and responsibilities
o Define Representation
■ Contractor to direct the public to Angela Reece.
• Decorum of construction site
o Illegal for firearms, alcohol, or illegal drugs
• Schedule and Progress Meetings
o Notice to Proceed: May 13, 2024
o All grading and stabilization shall be completed within 60 calendar days by July 12,
2024
o Planting shall be completed by Dec 31, 2024. Substantial completion will not be
granted until all plantings have been installed
o Construction Signs will be provided by the Town.
o Working Hours (park is open sunrise to sunset)
o Contractor to provide and maintain a detailed schedule.
■ Contractor expects the grading/stabilization to take 5 weeks.
o There will be bi-weekly progress meetings. The first meeting is anticipated to be
scheduled for the week of May 27, 2024.
o Weather delays, rain gage, and daily logs
■ Contractor to log rain impact days and provide with pay applications
■ Contractor to maintain all required NPDES inspections and forms
■ Contract days will be changed (if needed) at end of contract through one
change order
• Special Requirements
o Contractor is responsible for all damages on the property.
o Contractor to maintain record drawings, documenting any changes in work.
o Working in the wet is limited to the 1-40 ROW only.
■ NCDOT requested to be notified prior to the work taking place so that they
can have a representative onsite during the work.

o Wood structures shall be installed within 72 hours of being cut. Dead or brittle
wood will not be accepted.
o Stockpile topsoil and spread 1.5" over zones A and B.
o Montreat College — Contractor to coordinate with Tommy Hendrix prior to using the
construction entrance and if there are excess spoils.
o Hellbender — relocate if encountered.
■ WRC staff showed the contractor the desired relocation area upstream of 1-
40. WRC staff mentioned that they do not need to perform a pre -
construction survey.
o Protect exiting greenway and include personnel to supervise the crossing.
o The Town will coordinate gates/locks prior to mobilization.
o Contractor to be mindful of clearing trees with potential bat habitat and will
coordinate with the appropriate agencies if potential habitat is noted.
o WRC requested that the temporary stream crossing be located just upstream of the
existing riffle to avoid disturbance to the existing rock in the channel.
o Contractor to install safety fence along the restored stream bank in Site 1 after work
is completed. The fence will remain in place until after the planting is completed.
• Change Condition (change orders)
o Must be in writing
o Contingency will only be used for approved change orders
• Progress Payments
o Contractor to submit Application for Payment
■ Include MBE and sales tax data
o Consultant will review within 7 days
■ Due to the project schedule it is anticipated that there will be one
application for payment at the end of the grading.
