Report on Progress Made Under SOC Requirements
On February 27, 2024 a meeting was held with North Carolina Department of Environmental Quality
and Town staff regarding the ongoing issues with the Collections System.
The sewer collections department revisited the thirty-six manholes listed on appendix A of the Asset
Inventory Assessment and various other manholes not included on the list to determine if there were
problems that needed addressing. Smoke testing resulted in ten broken clean out cap replacements.
The sewer collections department replaced one hundred seventy feet of eight-inch VCP with SDR 35.We
discovered the main line had separation issues, cracks and deflection.This was the cause of the
problems listed for manhole#4-616 on appendix A. In addition, we replaced twenty feet of eight-inch
VCP that had separation for the first eighteen feet at manhole#4-639.This manhole was not part of the
Asset Inventory Assessment.
Manhole#1-803 associated with#1-017 on appendix A had a vented top.We sealed the two vent holes
using bolts with rubber washers. Manholes#2-297 and #2-171 listed on Appendix A as having Inflow&
Infiltration issues were wiped and repaired by Samson Storm.
The sewer collections department performed fifty manhole inspections and updated them on Diamond
maps. We located the personal grinder pump that is on our system at 109 Cook Lane and added it to
Diamond maps.
The sewer collections department inspected one thousand two hundred twenty-one feet of sewer main
using our camera system. We are in the process of replacing three service taps that were located on
Franklin and Rogers Streets.
CDBG-I 20-1-3610 contractor Step Construction has completed the slip lining of approximately six
thousand five hundred feet of cured-in place pipe.
The MAPS GIS has been uploaded and running in Diamond Maps.We are still updating and formatting
the information.

We expect the CDBG-I 20-1-3610 contractor Step Construction to complete four manhole repairs and
slip lining of the remaining one thousand eight hundred linear feet by August 2024. The location is
South Johnson Street.
We will continue to perform manhole inspections, smoke testing, camera work and locating missing
manholes##3-407 and 1-96.
Regarding CDBG-I project 20-1-3610, we expect the replacement of sewer taps from the house to the
main to be completed by May 31, 2024.
Non- Discharge WQ0029169 Contract I
Report on Progress Made Under SOC Requirements
On February 27, 2024, a meeting was held with North Carolina Department of Environmental
Quality and Town staff regarding the ongoing issues with Contract I.
Some spray heads are identified as half circle on the plans but were installed as full circle in the
fields.A list of problems with the spray heads include: spraying off permit areas onto neighboring
properties, across ditches and into the woods.The low areas are still channeling water off the
permit site.There is ponding in the fields and spray heads that do not overlap and cover fields as
they should.
Due to the R fields being offline, the system is building too much pressure and shuts down fields
seven and nine. Field four is now shutting down due to an inactive head taken out of service.
Dellinger Inc. staff came onsite to address the remaining punch list items.The spray heads in
fields four and ten were capped and are now listed as inactive on the record drawings.
A Hydrogeological study and installation of the test wells is underway.
Report on Expected Progress In the April, May & June 2024 Quarter
On April 4, 2024, a meeting was held at the Town Hall Conference Room with Dellinger, Inc.Vice
President Dean Kite,Town Manager Jammie Royall, Waste Water Treatment Plant Operator in
Responsible Charge Glenn Holland,Town Clerk Sherry Davis, Mayor Jerome Newton and Mayor
Pro-Tempore Barbara Kornegay to discuss incomplete punch list items.The contractor was
questioning the February punch list items and stated the system was installed as designed.The
Town has requested a meeting with the contractor, engineer and North Carolina Department of
Environmental Quality in May of 2024 to review the punch list items and compliance evaluation
report; and is tentatively scheduled for May 8, 2024. Such is scheduled for determining which
party will be responsible for bringing the system into compliance before the Town agrees to
operational responsibility.

Discharge Permit NC0020575 Contract II
Report on Progress Made Under SOC Requirements,
On February 27, 2024, a meeting was held with North Carolina Department of Environmental
Quality and Town staff regarding the ongoing issues with Contract II.
Head Works Analysis/Industrial Water Survey
The Town received notification in December of 2023 the data samples collected throughout the
year were not analyzed to the required levels. Additional data samples were collected and the lab
was again notified of the required reporting levels. Due to the wrong data analysis reports, the
Town collected additional samples in March and April of 2024.The next data samples collection is
scheduled for July of 2024. The contractor working on the Head Works Analysis notified the Town
in January 2024 they would not be able to continue with the contract. The Town contracted TRC
to complete the Head Works Analysis and we are working to get this project completed.
The subcontractor Dorsett completed work on the SCADA system. Sun Coast completed work on
the controls and PLC.
Report on Expected Progress In the April, May & June 2024 Quarter
The Contractor stated they feel all work completed for Contract II was per the engineering plans.
The Town has requested an onsite meeting with the engineer, contractor, and North Carolina
Department of Environmental Quality in May of 2024; such is tentatively scheduled for May 8,
2024. Per the advice of counsel,the Town has refused to accept the contract as substantially
complete. While the system will operate, it will not perform as outlined in the permit. The Waste
Water Treatment Plant will not be able to meet permit flow limits to the stream without work to
the spray fields to allow more flow to be land applied. All parties have received a punch list of
remaining items. The Town is hopeful that Contract II can be closed out by June 30, 2024.
Prior SOC Time Schedule Status
On or before May 31, 2024, achieve compliance with permit conditions in Permit No. NC0020575
and Permit No. WQ0029169. Until Contract I is completed and certified by the Engineer,the
Town will be unable to meet a flow of 1.0 MGD to the stream as required by permit No.
NC0020575. On June 13, 2023, a letter was mailed to North Carolina Department of
Environmental Quality advising we would be unable to meet permit limits due to Contract I and
Contract II work not being completed. This was discussed again with North Carolina Department
of Environmental Quality in our January 2024 meeting. We can provide additional details to DEQ
upon request.
