The Division has renewed the subject General Permit. We appreciate your patience during the
longer -than -expected renewal period. The Division hereby issues the updated version of Certificate of
Coverage (CoC) NCG500119 under General Permit NCG500000. It is issued pursuant to the requirements
of North Carolina General Statue 143-215.1 and the Memorandum of Agreement between North Carolina
and the US Environmental Protection agency dated October 15, 2007 [or as subsequently amended].
If any parts, measurement frequencies or sampling requirements contained in this General Permit
are unacceptable to you, you have the right to request an individual permit by submitting an individual
permit application. Unless such demand is made, the certificate of coverage shall be final and binding.
Please take notice that this Certificate of Coverage is not transferable except after notice to the
Division. The Division may require modification or revocation and reissuance of the certificate of coverage.
Contact the Mooresville Regional Office Prior to any sale or transfer of the Permitted facility.
Regional Office staff will assist you in documenting the transfer of this CoC
This permit does not affect the legal requirements to obtain any other State, Federal, or Local
governmental permit that may be required. If you have any questions concerning the requirements of the

Comment: Although the Dermittee notes two outfalls it is difficult to sample each outfall separately.
Effluent sampling (temperature, pH, and oil & grease) is conducted at one location within the
tailrace of the dam. Neither chlorine nor any other water treatment chemicals are added
during the power generation process so TRC and COD analyses are not required.

C. Describe receiving stream features and pertinent downstream uses: The Oxford Hydro
Station is located on the main channel of the Catawba River. Downstream uses consist
of primary and secondary recreation with frequent bodily contact. There are no other
dischargers and/or drinking water supply intakes for a distance of several miles below
the existing point of discharge.
PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS
a. Volume of wastewater: outfall 001- 0.159840 gpd; outfall 002-0.159840 gpd. (based on
a maximum flow from the two generator units).

2. Compliance information: This facility has a good compliance history.
PART IV - EVALUATION AND RECOMMENDATIONS
The applicant, Duke Power Company, operates a hydroelectric dam on the Catawba River
(constructed in 1926), which generates hydroelectric power used throughout Duke's service area.
Complex electrical generation machinery exists at this facility that requires cooling water during
operation. The primary sources of the cooling water are turbine lube oil cooling water and thrust
bearing cooling water.
Pending a final technical review by the NPDES Unit, it is recommended that the NPDES
Permit be reissued as requested.

clearly indicated.
b) Site map, if the discharge is not directly to a stream, the pathway to the receiving stream must be
clearly indicated. This includes tracing the pathway of a storm sewer to its discharge point.
c) If this application is being submitted by a consulting engineer (or engineering firm), include
documentation from the applicant showing that the engineer (Or firm) submitting the application has
been designated an authorized Representative of the applicant.
d) Final plans for the treatment system (if applicable). The plans must be signed and sealed by a North
Carolina registered Professional Engineer and stamped -"Final Design -Not released for construction".

Carolina and the US Environmental Protection agency dated May 9, 1994 [or as subsequently amended].
If any parts, measurement frequencies or sampling requirements contained in this General Permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual permit
application. Unless such demand is made, the certificate of coverage shall be final and binding.
Please take notice that this Certificate of Coverage is not transferable except after notice to the
Division. The Division may require modification or revocation and reissuance of the certificate of coverage.

PART IV - EVALUATION AND RECOMMENDATIONS
The applicant, Duke Power Company, operates a hydroelectric dam on the Catawba River
(constructed in 1926), which generates hydroelectric power used throughout Duke's service area.
Complex electrical generation machinery exists at this facility that requires cooling water during
operation.
The current renewal application indicated estimated wastewater flows significantly higher
than noted in previous renewal applications. Mr. Stowe was asked about the differences in the
flows and he indicated that the current flows reflect a peak flow scenario vs the average operating
flows noted in previous applications.
Pending a final technical review by the NPDES Unit, it is recommended that the NPDES
Permit be reissued as requested.

In accordance with your application for renewal of the subject Certificate of Coverage, the Division is forwarding
the enclosed General Permit. This renewal is valid until July 31, 2002. This permit is issued pursuant to the
requirements of North Carolina General Statute 143-215 .1 and the Memorandum of Agreement between North
Carolina and the U.S. Environmental Protection Agency dated December 6,1983. If any parts, measurement
frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to request
an individual permit by submitting an individual permit application. Unless such demand is made, this certificate
of coverage shall be final and binding.
The Certificate of Coverage for your facility is not transferable except after notice to the Division. Use the enclosed
Permit Name/Ownership Change form to notify the Division if you sell or otherwise transfer ownership of the
subject facility. The Division may require modification or revocation and reissuance of the Certificate of Coverage.

to where Hwy 16 crosses the Catawha'River. The Oxford Hydro
Station is located on the left (west) side of Hwy 16 just
before crossing the river.

downstream uses: The Hydro Station is located on the
main channel of the Catawba River. Downstream uses
consists of primary and secondary recreation with
frequent bodily contact. There are no other dischargers
and/or drinking water supply intakes for a distance of
several miles below the existing point of discharge.

PART IV - EVALUATION AND RECOMMENDATIONS
The applicant, Duke Power Company, operates a hydroelectric
dam on the Catawba River (constructed in 1926), which generates
hydroelectric power used throughout Duke's service area. Complex
electrical generation machinery exists at this facility that
requires cooling water during operation_. Issuance of a General
Permit appears to be appropriate based on the existing wastewater
sources.
Pending receipt and approval of the WLA, it is recommended
that an NPDES Permit be issued.

confirms that the subject facility does not discharge to the surface waters of the
State of North Carolina.
Due to this fact there is no need for this facility to have a NPDES permit.
Therefore, based on your request, NPDES Permit No. NC0004537 is hereby rescinded
effective immediately. Should you wish at some future time to discharge to the
surface waters, it will require the issuance of a new discharge permit.
