Stormwater and reservoir water seepage into the Powerhouse is directed to a sump located in the Powerhouse Basement. Treatment prior to discharge consists of oil and grease removal by floatation and skimming. All drains within the Santeetlah Facility (with the exception of the Oil Room) are routed to two 4,400 gallon sumps located in the basement of the Powerhouse. A transfer pump removes storm water that collects in the downstream sump to the river. An automatic level control system operates the pump. The upstream pump is a manual water jet pump. Any floating oils and grease collected in the sump are removed by skimming and placed in a drum. Transformer Banks Nos. 1 and 2 located on either side of the Powerhouse, and the OCB vessels and station service transformers located behind the Powerhouse are diked and equipped with a drainage system. This system has a manually operated gate valve that is kept closed except to drain rainwater. The release caused a sheen to form on Cheoah Lake at the base of the Powerhouse. Facility personnel became aware of the sheen at 8:00 AM on January 1 Oth and made the verbal report to the NCDENR on that date which satisfied the 24 hour notification requirement. The release was also reported to the National Response Center and Graham County Emergency Management on January 1 Oth. The oil sheen was caused by a water line break that flooded the floor of the Santeelah power house and washed residual oils off the floor. The oily water drained into a sump located in the floor of the powerhouse. The oily water was pumped out through Outfall 003. It was estimated that less than 1 gallon of oil was released. When the release was discovered on January loth, the sump was immediately shut off. Members of the Santeelah Mechanical Crew responded by using boats to stretch booms across the lake to contain the oil sheen. Once the sheen was captured, oil absorbent booms were used to absorb the oil and remove it from the water's surface.
