It should also include a present value of costs analysis as outlined in the Division's "Guidance For the Evaluation of Wastewater Disposal Alternatives". 15) Additional Application Requirements: For new or proposed discharges, the following information must be included in triplicate with this application or it will be returned as incomplete. a) 7.5 minute series USGS topographic map (or a photocopied portion thereof) with discharge location clearly indicated. b) Site map, if the discharge is not directly to a stream, the pathway to the receiving stream must be clearly indicated. This includes tracing the pathway of a storm sewer to its discharge point. c) If this application is being submitted by a consulting engineer (or engineering firm), include documentation from the applicant showing that the engineer (Or firm) submitting the application has been designated an authorized Representative of the applicant. d) Final plans for the treatment system (if applicable). The plans must be signed and sealed by a North Carolina registered Professional Engineer and stamped -"Final Design -Not released for construction". Previously Units 1-4 used air- cooled systems. After completion of construction (est. 2013), Units 1-4 will operate as water-cooled systems. The Cheoah facility discharges oil -heat exchanger cooling water from Generator Nos. 1-5 into sumps. Non -contact cooling water from the generator turbine heat exchangers (Units 1-5) are directly discharged to the lake. Generator No. 5 transfer cooling waters are collected in a sump. The sump pump is operated on an automatic level control system. Treatment prior to discharge consists of oil and grease removal by floatation and skimming. The non -contact cooling water from the transformers and the generator turbine heat exchangers requires no treatment before it is discharged directly to the river. Stormwater and reservoir water seepage into the Powerhouse is directed to a sump located in the Powerhouse Basement. Treatment prior to discharge consists of oil and grease removal by floatation and skimming. All drains within the Cheoah Facility (with the exception of the Oil Room) are routed to a 3,560 gallon sump located in the basement of the Powerhouse. A transfer pump removes storm water that collects in the sump to the river. An automatic level control system operates the pump. Any floating oils collected in the sump are removed by skimming and placed in a drum. Transformer banks Nos. 1-4 and associated equipment will drain to a tank with an oil water separator prior to discharge. Discharge from the tank/OWS will be to the Cheoah River. Transformer bank No. 5, OCB and Station Service Transformers Nos. 5 are diked. The dikes are equipped with drainage systems that are normally closed. The last cleaning occurred in 2005 and the objective was to clean silt and calcium build up from within the dam. The material in the drains was pumped into a vac truck and the clear water was then decanted and run through sand filters before being discharged. Both upstream and downstream pH was monitored during the cleaning; there was no significant change in pH between the two monitoring points. The powerhouse was not inspected during this visit. No violations of permit requirements or applicable regulations were observed during this inspection. A transfer pump removes storm water that collects in the sump to the river through Outfall 006. An automatic level control system operates the pump. Any floating oils collected in the sump are removed by an oil skimmer and placed in a drum for disposal. 7.) Discharge Frequency: a.) i.) Noncontact cooling water discharges only occurs when generators are running. Storm water discharges occur during rain events and Transformer cooling water is discharged continuously. b.) Unless such demand is made, this certificate of coverage shall be final and binding. Please take notice that this certificate of coverage is not transferable except after notice to the Division of Environmental Management. The Divsion of Environmental Management may require modification or revocation and reissuance of the certificate of coverage.
