This modification consists of the following changes from your previous permit coverage: ➢ A cooling tower will be relocated, and will therefore discharge through Outfall 006 instead of Outfall 003. ➢ A new boiler and cooling tower will discharge through Outfall 003. ➢ The addition of the following biocides: ■ Chemtreat BL-122 (Outfalls 001 and 003) • Chemtreat BL-1543 (Clutfalls 001 and 003) • Chemtreat BL-1770 (Outfalls 001 and 003) • Caustic Soda Liquid (Outfalls 001 and 003) ■ Chemtreat CL-1432 (Outfalls 001, 003 and 006) ■ Chemtreat CL-2150 (Outfalls 001, 003, and 006) • Chemtreat CL49 (Outfalls CO3 and 006) The permit application also requested the addition of Chemtreat CL-49 at Outfall 001, however based upon submitted calculations, the addition of this chemical at the proposed dosing rates was determined to result in toxic impact to aquatic life. In a follow-up email, you indicated that Clariant would not use CL-49 in any equipment that discharges to Outfall 001. If a situation calls for the use of that chemical, wasteflows would be routed to the onsite wastewater plant rather than be discharged directly to the river. In accordance with your application for discharge, the Division is forwarding herewith the subject Certificate of Coverage to discharge under the subject state-NPDES general permit. It was only requested in case it is needed to address some unusual situation. Because it failed toxicity, our plan is that we will not use it in any equipment that discharges to Outfall 001. If there is some severe situation which demands the use of CL-49, then we will discharge to our on -site wastewater treatment plant, instead of to the river. (We are piped to be able to do that). So to answer your question, no we will not modify the dosage rate. We will simply eliminate the use and/or discharge of that chemical. None will ever be discharged to the river. She stated that the product at the proposed dosage rate is unacceptable for use. The dosage rate at the other two outfalls is fine. As a result, there are minor differences in the chemicals that are used to treat our boilers and cooling towers, and which are present in our blowdowns. 4. We would like to add one new chemical (bromine chloride) to our cooling tower treatment options. This is to allow us some flexibility in the event that we encounter a situation where this new chemical might be beneficial. In addition to the NOI, this application package also includes three copies of the Biocide 101 form for each water treatment chemical used at each boiler and cooling tower. Also included are three copies of the topographic map, the site map, an alternatives analysis, MSDSs, and other supplemental information required. Finally, our check for the $80 permit application fee is included. Also, two of the cooling towers that can discharge through Outfall 001 are designed with the option of directing blowdown to the chemical sewer (which leads to the WWTP) instead of the storm sewer (which leads to Outfall 001). Outfall 003 has a 24,000 gallon concrete stormwater retention pond. The valve to the river is opened as needed after the water is inspected for any evidence of contamination. The capability also exists to pump the contents of this pond to the WWTP. Also, the cooling tower and the boiler that can discharge through Outfall 003 will also be designed with the option of directing blowdown to the chemical sewer (which leads to the WWTP) instead of the storm sewer (which leads to Outfall 003). Outfall 006 does not have any treatment capability other than a gate that can be used in an emergency to delay a small amount of discharge from entering the river. Note: All "treatment" systems described above consist of standard sewer piping, valves, and a retention pond that have long been in service at this site. Blowdown is not really being treated before discharge; rather it is being conveyed and sometimes contained before discharge. No new treatment facilities are being constructed. Signed and sealed construction plans and specifications are not applicable to Clariant's "treatment" systems and none are being submitted with this application. SUPPLEMENTAL INFORMATION CLARIANT CORPORATION (page 3 of 4) NOI Item # 14 (Alternatives to Direct Discharee Outfall 001 is controlled in a manner that directs most blowdown water to the on -site wastewater pretreatment facility (WWTP). Outfall 001 has a valve that can be switched to direct flow to the WWTP instead of to the river. Normally this valve is kept in the position of being closed to the river. This means that blowdown water will normally flow to the WWTP. The valve is only opened to the river during periods of hard rain. It is estimated that less than 5% of blowdown water actually flows to the river. Additionally, two cooling towers are piped with the capability to direct blowdown directly to the chemical sewer, which has no path to the river at all. This piping is not used often, but it is available if needed. Because of the piping arrangement that directs most blowdown flow to the WWTP, Clariant considers that a desirable alternative has already been identified and implemented. No further evaluation of alternatives is necessary. Outfall 003 has a 24,000 gallon concrete stormwater retention pond with a valve to shut off flow to the river. The valve is normally closed to the river. There is existing capability to pump the contents of the retention pond into the WWTP if necessary. Additionally, both the boiler and the cooling tower that potentially discharge their blowdowns to Outfall 003 will be piped with the option to direct their blowdowns directly to the chemical sewer. As long as the WWTP is operating normally and is capable of handling the blowdown flow, the blowdown can be directed to the WWTP instead of to the river. Because of the piping arrangement that directs a significant portion of blowdown flow to the WWTP, Clariant considers that a desirable alternative has already been identified and is being implemented. No further evaluation of alternatives is necessary. Outfall 006 is more problematic in terms of alternative discharge options. Clariant currently plans to discharge all blowdown from the one cooling tower at this location to the river. Connection to a municipal sewer system is dismissed as cost prohibitive based on Clariant's past experiences with sewer piping work. Subsurface disposal seems to offer little benefit, since the location is in close proximity to the river. Spray irrigation is impractical given the amount of land area available at and around the site and is also of limited benefit. Connection of the blowdown piping to the site's WWTP is feasible although somewhat costly and there are concerns about overloading the WWTP which may soon be operating at near capacity. Clariant's qualitative assessment is that the benefit of pumping and piping blowdown from this cooling tower to the WWTP does not justify the cost and risk of building such a system. Note that this cooling tower is already currently permitted to discharge to the river (at Outfall 003). Clariant's overall requested permitted blowdown discharge is 32,700 gpd, and approximately 77% of that discharge normally is or can be diverted to the WWTP. All blowdown discharges are through existing stormwater outfalls that are already in use, and thus no additional discharge points are being added to the river. The blowdown discharges requested are low concentration, low risk wastewaters that easily meet the State's discharge criteria and do not contain any domestic wastewater or chemical production wastewater. In Clariant's judgment, these factors constitute a substantial alternative to discharging to the river and Clariant's efforts meet the intent of the alternatives analysis requirement. To be sure that I am headed in the right direction, I will briefly summarize my situation below. - My facility currently has a certificate of coverage (NCG500047) under the State's general permit for non -contact cooling tower and boiler blowdown (NCG500000). We are making the following changes to our discharge. (1) We are moving an existing cooling tower to a new location. As a result, it will discharge it's blowdown to the river through a different outfall . (2) We are installing a new smaller cooling tower to replace the one being moved. This will potentially blowdown to the river through the same outfall previously used by the existing cooling tower. (3) We have replaced another existing cooling tower with a smaller cooling tower. This is probably irrelevant to our permit because this cooling tower does not discharge to the river. (4) We are installing a new steam boiler that will potentially blowdown to the river. (5) We have changed water treatment chemical suppliers. The actual chemicals, quantities, and concentrations have not changed, so this should not affect anything, other than to update the record. The reasons for these changes are (a) to accomodate some new production and (b) to move some production to a different part of our site, and (c) to improve operating efficiency. It is my understanding that we will need to submit an NOI and supporting documentation (including Biocide Form 101). Please confirm that this is correct and let me know if there are any additional requirements. One additional question is: to whom should I send my completed application ? A review of the resubmitted information predicts that the use of Nalco 7330 at the stated dosage rates and discharge conditions will not result in toxic impact to aquatic life in the receiving stream and, therefore, is deemed acceptable.
