Facility was issued an ATC for 0.015 MGD on 6/23/89. Four limits pages are appropriate for
this permit: summer and winter for 0.015 MGD and 0.03 MGD, respectively. The 0.03 MGD
limits page should include new limits for ammonia (based on potential toxicity) and total residual
chlorine. This is SOP for "new" discharges. Limits will remain the same for the existing flow
with the exception of a change in fecal from 1000/100 ml to 200/100 rid.
Instream data appear questionable. D.O. varies <1.2 mg/1 in the summer. This facility also has
problems meeting the limit for TP.

8. Topography (relationship to 100 year flood plain
included): Near Flood Plain. The WWTP site has been graded to
suit the installation of the WWTP. The WWTP site is level.
The WWTP is not in the flood plain. Part of the discharge pipe
and the concrete imbedded rock re -aeration channel are in the
flood plain.
9. Location of nearest dwelling and water supply well:
The nearest residence is over 600 feet from the WWTP.
10. Receiving stream or affected surface waters: Troublesome
Creek to Haw River.

PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS
1. a. Volume of wastewater that has been permitted: 0.030 MGD.
b. Actual treatment capacity of the current facility (current
design capacity): 0.015 MGD ( a modified former .025 MGD tank)
formerly half of the .050 MGD School of the Deaf WWTP.
d. Date (s) and construction activities allowed by previous
Authorizations to Construct issued in the previous two years:

e. Please provide a description of existing or substantially
constructed wastewater treatment facilities:
This 15,000 GPD WWTP consists of a bar screen, a 7,035 gallan
aerated equalization tank, a 17,772 gallon aeration tank, a 5,686
gallon clarifier, a 4,070 gallon sludge holding tank, sludge air
lifts, dual 95 CFM blowers, tabet chlorination with 30 minute
contact, alum feeder for phosphorus removal, and concrete
imbedded rock step reaeration. The WWTP is served by a dual feed
power system.

g. Possible toxic impacts to surface waters: Any that treated
and disinfected wastewater can generate.

Disposals for the site are currently handled by contract
septage haulers and taken to either Madison or North Buffalo
WWTPs.

c. Land application by Permitted municipality or
incineration.
d. No other disposal plan needed.

PART IV - EVALUATION AND RECOMMENDATIONS
The WSRO recommends that a new NPDES Permit for .015 MGD be
issued for this discharge incorporating current DEM Policies.
The .015 reflects the current constructed capacity.
