Division of Water Resources' Central and Regional staff have reviewed the application package
received April 24, 2023, and additional information received September 6, 2023. However, additional
information is required before the review may be completed. Please address the items on the attached pages
no later than the close of business on December 21, 2023.
Please be aware that you are responsible for meeting all requirements set forth in North Carolina
rules and regulations. Any oversights that occurred in the review of the subject application package are
still the Applicant's responsibility. In addition, any omissions made in responding to the outstanding items
in Sections A through J, or failure to provide the additional information on or before the above requested
date may result in your application being returned as incomplete pursuant to 15A NCAC 02T .0107(e)(2).

A. Cover Letter/Introduction:
1. The response to Comment A.6. indicates the system is designed to minimize drift under typical
wind flow speeds below 25 mph which is the typical design operation conditions. How will
operations be handled if the wind flow speed exceeds these design conditions?

1. Review of Sheet 1030 in the plans indicates that there are other uses for reclaimed water other than
in the thermal loop. Item IL3. of the application shall be updated with all the beneficial uses of the
reclaimed water proposed at this facility.
E. Property Ownership Documentation:

F. Enaineerina Plans:
Comment F. 1. of the previous additional information letter requested the piping configuration from
the tie-in to the Town of La Grange's reclaimed water pipe. The updated Sheet 1100 in Appendix
F appears to detail the 4" reclaimed water line which taps into the existing 8" reclaimed line, but
this plan set in Appendix C does not show the location of these lines. All reclaimed water piping
connecting the existing Town of La Grange's distribution line to the proposed thermal loop will be
included under the scope of this permit and shall be included in this signed and sealed plan set. The
piping plans shall show the locations of all reclaimed water piping stemming from the Town of La
Grange's reclaimed water distribution pipe.
2. Sheet 1030 was added to the plans depicting a water balance flow diagram that indicates other uses
of reclaimed water at this facility other than the thermal pond loop. Once this reclaimed water enters
the system, it appears to be managed differently than the thermal loop reclaimed water. Some water
is eventually discharged into the sewer system, while other appears to be discharged from a stack.
Please clarify the uses of this water and where this water is eventually released.
Please note that the reclaimed water discharged to the sewer system can be a deemed permitted use
if it meets the permitting by regulation rule 15A NCAC 02U .0113(a)(13), which allows return of
wastewater within an industrial or commercial process if the system is contained and under roof,
does not use earthen basins, and the facility maintains a spill control plan in the event of a release.
However, reclaimed water discharged through a stack is allowable, but is a separate approved use
that shall be indicated in the permit.
