Division personnel have reviewed and approved your application for renewal of the subject
permit. Accordingly, we are forwarding the attached final NPDES discharge permit. This permit is
issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the
Memorandum of Agreement between North Carolina and the U.S. Environmental Protection
Agency dated October 15, 2007 (or as subsequently amended).
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within
thirty (30) days following receipt of this letter. This request must be in the form of a written
petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the
Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-
6714). Unless such demand is made, this permit shall be final and binding.
Please take notice that this permit is not transferable. This permit does not affect the legal
requirements to obtain other permits which may be required by the Division of Water Quality or
permits required by the Division of Land Resources, Coastal Area Management Act, or any other
Federal or Local governmental permits which may be required.

In compliance with the provisions of North Carolina General Statute 143-215.1, other lawful standards
and regulations promulgated and adopted by the North Carolina Environmental Management
Commission, and the Federal Water Pollution Control Act, as amended,

Blackburn Elementary School WWTP
4377 NC Highway 10 West
Catawba County
to receiving waters designated as Haas Creek in the Catawba River Basin in accordance with effluent
limits, monitoring requirements, and other conditions set forth in Parts I, II, III and IV hereof.
This permit shall become effective September 1, 2010.
This permit and authorization to discharge shall expire at midnight on July 31, 2015.

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or discharge are hereby
revoked, and as of this issuance, any previously issued permit bearing this number is no longer
effective. Therefore, the exclusive authority to operate and discharge from this facility arises, under the
permit conditions, requirements, terms, and provisions included herein.
Catawba County Board of Education is hereby authorized to:
I. Continue to operate an existing 0.015 MGD wastewater treatment system with the following
components:
➢ 1,000-gallon grease trap
➢ 6,900-gallon septic tank
➢ 8,000-gallon septic tank
➢ 14,000-gallon recirculation tank with high-water alarm
➢ Dual surface sand filters
➢ Chlorine contact tank with tablet disinfection
➢ Cascade post -aeration
This system is located at the Blackburn Elementary School WWTP (4377 NC Highway 10 West) in
Catawba County.
2. Discharge from said treatment works at the location specified on the attached map into Haas Creek,
classified C waters in the Catawba River Basin.

C. Describe receiving stream features and pertinent downstream uses: The receiving
stream is ~- 6 feet wide and 6 - 10 inches deep at the point of discharge. There
are no other known dischargers within several miles downstream of the discharge
point. The area is very rural with agriculture being the primary use.
PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS

d. Description of existing or substantially constructed WWT facilities: The existing
WWT facilities consist of a 15,000 gallon capacity septic tank followed by a
14,000 gallon capacity recirculation tank, dual gravel covered surface sand filters
with elevated PVC distribution lines, tablet chlorine disinfection, and
dechlorination.
e. Description of proposed WWT facilities: There are no proposed WWT facilities at
this time.
f. Possible toxic impacts to surface waters: Chlorine is added to the waste stream.
Dechlorination is provided.
2. Compliance Background: This WWT facility has operated in compliance with NPDES
permit parameters during the past twelve months.
PART III - OTHER PERTINENT INFORMATION
1. Special monitoring or limitations (including toxicity) requests: None requested at this
time.
PART IV - EVALUATION AND RECOMMENDATIONS
The Catawba County School System has requested that the subject permit be renewed.
There have been no changes to the permit nor the WWTP since the permit was last renewed nor
are any changes proposed at this time. The existing facilities are capable of consistenly
complying with the current effluent limitations without any further WWTP modifications.
Pending a final review by the Western NPDES Unit and a review of the draft permit, it is
recommended that the permit be renewed as requested.

for the oversight. These two plants got out of sync from the last renewal and
it would be really nice if all of these would come due at the same time. I am
probably not going to be the one who will be here for the next cycle and it
would be very helpful if all of Catawba County Schools' plants could come

Sludge is handled by a septic tank pumper and is disposed of in a municipal plant either
City of Newton WWTP or City of Hickory WWTP. These tanks are pumped once a year
if needed. This is determined by measuring depth of sludge. Usually anything over 24' is
pumped. If there are any questions please contact me at (828)464-3562.

This is to follow up on the phone conversation that we had concerning changing
the signer of the DMRs. Since Mark Bumgarner was the designated person that
had signed them for many years, I would like to request that Rick Sain be the
person that replaces him. He is the new Director of Facilities Management and
will be the person responsible for procuring the money for the maintenance and
upgrading of the systems permitted to Catawba County Schools. If there are any
