Please provide the following information by May 9, 2024, and note that the requested information must be submitted within 30 days of this request, or the applicant will be required to submit a new application and application fee in accordance with 15A NCAC 02T .0107. 1. Is this an ARPA funded project? If so, please include the DWI assigned ARPA project number in your response. This is not an ARPA funded project. 2. According to Section V.2. of the FTA, the downstream gravity sewer diameter is 12-inches. Please provide the downstream sewer permit number associated with this 12-inch gravity sewer. Downstream 12-inch gravity sewer has been permitted the City of Durham. Permit Number 5-001299. Issuance date: 7/12/2023. 3. According to Section V1.8., this is a zero flow project. Please provide the following information, which can be included in the narrative. City of Durham has issued a zero flow permit for the 344-unit townhome development. They will not issue the permit allocating the flow until the Pump Station and Force Main have been permitted. Once permit for the pump station and force main are approved, a permit modification will be submitted to the City of Durham to allocate the flow. A revised page 2 of the FTA has been attached to this email to clarify that the flow has already been allocated to a gravity main permitted by the City of Durham. a. Detailed written justification for a dry line extension as to why the infrastructure cannot wait to be built until closer to when it's actually needed or until closer to when the future flow will be permitted (in 9 months). b. Information regarding when the extension/permit mod to incorporate flow is expected to be made, including what the expected design flow will be so we can verify that it is sized correctly. c. Details as to how the permittee will ensure that no one ties onto this line without a permit, as well as how it will be valved off from the system to prevent any introduction of wastewater. cl. A digital copy of the design plans showing the dry line and its relationship to any other sewers, as well as any valves/plugs per the comment above. 4. According to our records,there appears to be streams/wetlands along the western, northern, and eastern sides of the project area. Does this project have any stream/wetland crossings or other stream and/or wetland impacts? If so, what are the impacts and are they temporary or permanent? The project does require 401/404 authorization for temporary impacts. The wrong box was checked on the application by mistake. This gravity sewer has been permitted by the city of Durham under permit number S-001299. The maps have been updated to show the approximate location of the gravity sewer as well as the permit number to make it clear that the forcemain will discharge to an existing permitted line. 7. According to the narrative, the flow for the 344-unit townhome development is already allocated to the collection system and treatment facility. Please provide the permit number associated with the town home development. a. Additionally, Section V1.8. specified that the upstream flows will be permitted nine months after the issuance of this proposed project, but the narrative states that the flow is already allocated.
