Facility and Address: Knotts Landing Subdivision WWTP c/o Mid South Water Systems, Inc. Post Office Box 127 Sherrills Ford, N.C. 28673 2. Date of Investigation: July 17, 1996 3. Directions to Site: The proposed entrance to the site is on the left (south) side of Hwy. 150 x 0.5 mile west of the jct. of hwy. 150 and SR 1168 (Doolie Rd.) in southwestern Iredell County. 6. Discharge Point(s), List for all discharge Points: - Latitude: 35° 36' 17" Longitude: 80' 56' 35" Attach a USGS Map Extract and indicate treatment plant site and discharge point on map. USGS Quad No.: E 15 SW 7. Site size and expansion area consistent with application: Yes. Sufficient area exists to construct the proposed WWTP and limited expansion (-- 3.5 acres). 8. Topography (relationship to flood plain included): The WWTP site is not located within a flood plain or below the high water elevation of Lake Norman. 9. Location of Nearest Dwelling: There are no existing e dwellings within 500± feet of the proposed WWTP site. Development should be restricted to no closer than 200 feet of the WWTP site. Encroachment within this area would require the addition of approved noise reduction buffers. Page Two 10. Receiving Stream or Affected Surface Waters: Lake Norman (Catawba River). a. Describe receiving stream features and pertinent downstream uses: The receiving stream (lake) is used for both primary and secondary recreation with frequent bodily contact. The discharge will enter the main channel of the Catawba River. PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS 1. a. Volume of Wastewater: 0.300 MGD (Design Capacity) b. What is the current permitted capacity: 0.041 MGD C. Actual treatment capacity of current facility (current design capacity): N/A d. Date(s) and construction activities allowed by previous ATCs issued in the previous two years: N/A e. Description of existing or substantially constructed WWT facilities: N/A f. Description of proposed WWT facilities: For phase I of this project, the proposed WWT facilities will consist of two (2) 0.050 MGD "package type" extended aeration WWTPs connected in parallel with tertiary filters, disinfection, and dechlorination. g. Possible toxic impacts to surface waters: Chlorine will be utilized for disinfection, however, dechlorination will be provided. h. Pretreatment Program (POTWs only): N/A 2. Residual handling and utilization/disposal scheme: Residuals are to be removed by a septage hauler and taken to a CMUD WWTP for disposal. 3. Treatment Plant Classification: Class II (based on proposed treatment facilities). 4. SIC Code(s): 4952 Wastewater Code(s): 05 5. MTU Code(s): 06107. PART III - OTHER PERTINENT INFORMATION 1. Is this facility being constructed with Construction Grant Funds or are any public monies involved (municipals only)? Important SOC/JOC or Compliance Schedule dates: N/A Alternative Analysis Evaluation a. Spray Irrigation: Insufficient area, poor soils. The existing WWTP site is a former spoils area for a now defunct quarry. Adjacent property is either unavailable or is restricted by topography for on -site disposal. b. Connect to regional sewer system: There are no immediate plans by the Town of Mooresville or Iredell County to serve the proposed development with sewer. C. Subsurface: Insufficient area, poor soils (see 4a. above). PART IV - EVALUATION AND IONS The permittee has requested a Permit modification to not only relocate the proposed WWTP from the originally permitted location, but also to relocate the proposed point of discharge. Plans are for the yet -to -be -built WWT facility to serve the proposed Knotts Landing development as well as the wastewater from both existing and proposed restaurants, and a 100 unit apartment complex. Since development pressure is high in this area, additional flow from other sources can be expected once the WWTP is in operation. Upon completion of this facility, the WWTP serving the Pier 16 Marina (NC0074535) will be abandoned and all wastewater treated by the Pier 16 WWTP will be pumped to the proposed Knotts Landing WWTP for treatment. There is an existing development within the service area of the pro WWTP, which has been issued an NPDES Permit (Pinnacle Shores - AC007635Z-n Although this development is well un er construction, exis ing homes are being served by on -site septic systems, which means the developer - Crescent Resources, Inc. may not have any further need for the NPDES Permit. Should Mid -South's modification request be approved, and at a later time Crescent attempts to renew the aforementioned Permit, the Division should advise Crescent that a "regional" WWT facility has been permitted and encourage Crescent to not create another outfall. Knotts Landing Iredell County This is to acknowledge receipt of the following documents on May 7, 1996: • NPDES Permit Application Short Form D • Request for permit modification to 0.30 MGD and relocation of the discharge point • Application Processing Fee of $400.00 • Engineering proposal • General location map and scale location map The following information is needed prior to finalization of this request: • Further evaluation of non -discharge alternatives. Since this request is for a wastewater flow of 0.30 MGD, the evaluation conducted for 0.041 MGD (permitted in 1995) is not sufficient. The following points need to be addressed: * Feasibility of consolidating discharges with the Permittee's Pier 16 wastewater treatment plant (NC0074535) should be considered since the relocated discharge point is in close proximity to the Pier 16 outfall location. The required expansion of the Pier 16 plant should be evaluated under this scenario. * The June 6, 1994 letter from B.K. Barringer & Associates to Mr. Dave Goodrich dismissed community -type non -discharge disposal alternatives without sufficient documentation. This is not acceptable for this expansion. Each option must be evaluated for soil characteristics, with an economic analysis provided for all feasible options. Adjacent land (i.e. not under current ownership by the Permittee) must also be considered when evaluating non -discharge disposal options. Guidance is enclosed delineating the extent of soils analysis required. Also, the original evaluation was for a 100- lot subdivision. It is not clear from the information provided if that property has been developed at this time and/or if other sites are under consideration for sewer service by the proposed facility at this time. * Up-to-date letters from both Iredell County and the Town of Mooresville must be provided indicating the present status of available sewer in this vicinity.
