Post Office Box Sherrills Ford, North Carolina 28673 Dear Mr, Weber: Subject: Permit No. NC0074900 Authorization to Construct Hwy 105 WWTP Iredell County A letter of request for an Authorization to Construct was received July 25, 1997 by the Division and final plans and specifications for the subject project have been reviewed and found to be satisfactory. Authorization is hereby granted for the construction of a 0.10 MGD wastewater treatment facility consisting of a flow equalization chamber, dual 50,000 gpd trains each consisting of an aeration basin and rectangular clarifier, aerated sludgeholding, a dual cell tertiary filter, post aeration, chlorination and dechlorination with final discharge of treated wastewater into the Catawba River in the Catawba River Basin. This Authorization to Construct is issued in accordance with Part III, Paragraph A of NPDES Permit No. NC0074900 issued December 9, 1996, and shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the conditions and limitations specified in Permit No. NC0074900. The sludge generated from these treatment facilities must be disposed of in accordance with G.S. 143-215.1 and in a manner approved by the North Carolina Division of Water Quality. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement wastewater treatment or disposal facilities. The Mooresville Regional Office, telephone number (704) 663-1699, shall be notified at least forty-eight (48) hours in advance of operation of the installed facilities so that an in -place inspection can be made. Such notification to the regional supervisor shall be made during the normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding State Holidays. Upon completion of construction and prior to operation of this permitted facility, a certification must be received from a professional engineer certifying that the permitted facility has been installed in accordance with the NPDES Permit, this Authorization to Construct and the approvedplans and specifications. Mail the Certification to the Permits and Engineering Unit, P.O. Box 29535, Raleigh, NC 27626-0535. Upon classification of the facility by the Certification Commission, the Permittee shall employ a certified wastewater treatment plant operator to be in responsible charge (ORC) of the wastewater treatment facilities. The operator must hold a certificate of the type and grade at least equivalent to or greater than the classification assigned to the wastewater treatment facilities by the Certification Commission. The Permittee must also employ a certified back-up operator of the appropriate type and grade to comply with the conditions of Title 15A, Chapter 8A, .0202. The ORC of the facility must visit each Class I facility at least weekly and each Class II, III, and IV facility at least daily, excluding weekends and holidays. and must properly manage and document daily operation and maintenance of the facility and must comply with all other conditions of Title 15A, Chapter 8A, .0202. Once the facility is classified, the Permiuee must submit a letter to the Certification Commission which designates the operator in responsible charge within thirty days after the wastewater treatment facilities are 50% complete. The Operational Agreement between the Permittee and the Environmental Management Commission is incorporated herein by reference and is a condition of this Permit. Noncompliance with the terms of the Operational Agreement shall subject the Permittee to all sanctions provided by G. S. 143-215.6 for violation of or failure to act in accordance with the terms and conditions of this Permit. Failure to abide by the requirements contained in this Authorization to Construct may subject the Permittee to an enforcement action by the Division of Water Quality in accordance with North Carolina General Statute 143-215.6A to 143- 215.6C. The issuance of this Authorization to Construct does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances which may be imposed by other government agencies (local, state, and federal) which have jurisdiction. Type of Proposed Treatment Facility: The applicant proposes to construct a 0.100 MGD Package -type WWTP consisting of two (2) 0.050 MGD parallel WWTPs containing flow equalization, a bar screen followed by a flow splitter box, aeration (diffused), secondary clarification, tertiary filters, post aeration, disinfection, dechlorination, flow measurement, and an aerated sludge holding tank. 3. Residuals Handling and Utilization/Disposal Scheme: Residuals will be removed as needed and disposed of in the City of Newton WWTP. 4. Important SOC/JOC or Compliance Schedule Dates: N/A L06 1 ! -.'. �'.-j Page Three PART III - EVALUATION AND RECOMMENDATIONS Mid -South Water Systems (MSWS) proposes to construct a 0.100 MGD package -type extended aeration WWTP just off Highway 150 in Iredell County. The NPDES Permit under which this WWTP is being constructed is currently listed as the Knotts Landing WWTP, however, the Knotts Landing development will only occupy a portion of the WWTP's capacity. For this reason, MSWS has chosen to rename the facility the NC 150 WWTP since the proposed plant will serve a section of the NC Hwy. 150 corridor and the plant will also be located in close proximity to the highway. One facility in particular that will be affected by the construction of this WWTP is the existing Pier 16 Marina WWTP (NC0074535), currently operated by MSWS. This facility, which is located very near the proposed point of discharge of the NC 150 WWTP, is at or near hydraulic capacity and has experienced some difficulty with Permit compliance. Construction of the NC 150 WWTP will allow MSWS to eliminate the Pier 16 Marina WWTP. The proposed WWTP site lies within an area that is experiencing considerable residential development. The plant's access road (Spring Valley Road) is lined with residential homes and more lots are planned now that sewer will be available. The site plan for the WWTP, however, did not indicate what the development plans were for the area immediately adjacent to the proposed plant site, although it is anticipated that the residential growth along Spring Valley Road and along NC Hwy. 150 will continue. Such being the case, the proposed 150' buffer between the proposed WWTP and adjacent property lines (as shown on the site plan) may be insufficient without incorporating additional measures that will minimize the creation of nuisance conditions (noise, odor, etc.). Furthermore, this plant has the potential to become a "regional" WWTP considering it's location in a rapidly developing area and the fact that the immediate area is currently unsewered. Based on this information, it can be reasonably expected that this facility will most likely grow beyond it's Phase I capacity. If this occurs, nuisance problems for adjacent residents may increase as well. Therefore, it is recommended that MSWS incorporate into their site plan the addition of some type of buffering (earthen, vegetative, etc.) that will help minimize migrant odors and WWTP operational noise. Receipt and Division approval of this buffer proposal is expected prior to the approval of the ATC.
