PART I - GENERAL INFORMATION

5. Directions to Site: From the jct. of I-77 and SR 1109
(Williamson Road) south of the Town of Mooresville, travel
northwest on SR 1109 x 0.4 mile. The Diamond Head site is
located on the right (east) side of SR 1109.

7. Site size and expansion area consistent with application:
Yes. The applicant has applied for an expansion up to 0.100
MGD. This expansion will utilize all available area set
aside for future WWTP expansion.
8. Topography (relationship to flood plain included): Rolling
topography, slopes 5-15%. The site is located well above the
full pond elevation of Lake Norman.
9. Location of Nearest Dwelling: Presently, 300+ feet from the
WWTP. Proposed dwellings are projected to be constructed
within 150 feet of the WWTP.

10. Receiving Stream or Affected Surface Waters: Catawba Riv=r

C. Describe receiving stream features and pertinent
downstream uses: The discharge enters Lake Norman in
the Reeds Creek area. There are no other known
dischargers in the immediate area, however, there is a
non -potable industrial water intake located x 0.25 mile
downstream. The lake receives considerable bodily
contact as a result of primary recreational activities.
PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS
1. a. Volume of Wastewater: 0.033 MGD (Design Capacity)
b. What is the current permitted capacity: 0.100 MGD
C. Actual treatment capacity of current facility (current
design capacity): 0.033 MGD
d. Date(s) and construction activities allowed by previous
ATCs issued in the previous two years: No recent
construction activities, however, an expansion from
0.033 to 0.100 MGD has been approved (ATC issued 8-22-
94).
e. Description of existing or substantially constructed
WWT facilities: The existing WWT facilities consist of
an influent bar screen followed by a V-notch weir, dual
flow equalization tanks, dual aeration basins, dual
clarifiers, a multi -media tertiary filter, a chlorine
contact tank with tablet disinfection, an aerated
sludge holding tank, post aeration, a sonic flow meter,
an effluent pump station and stand-by power.
f. Description of proposed WWT facilities: The applicant
proposes to construct two (2) identical 0.033 MGD WWTPs
having the same treatment processes as listed in (e)
above including dechlorination.
g. Possible toxic impacts to surface waters: Chlorine is
added to the waste stream, however, the addition of
dechlorination should minimize toxicity concerns.
h. Pretreatment Program (POTWs only): Not Needed.
Residual handling and utilization/disposal scheme: Residuals
are removed by Roberts Septic Tank Service and are disposed
of in the City of Hickory's sewer collection system.
Treatment Plant Classification: Less than 5 points; no
rating (include rating sheet). Class II (presently) This
facility will go to Class III upon expansion to 0.100 MGD
and the addition of dechlorination facilities.

1. Is this facility being constructed with Construction Grant
Funds or are any public monies involved (municipals only)?
No
2. Special monitoring or limitations (including toxicity)
requests: None at this time.
3. Important SOC/JOC or Compliance Schedule dates: N/A
4. Alternative Analysis Evaluation
a. Spray Irrigation: N/A
b. Connect to regional sewer system: None available to
the site.
C. Subsurface: Insufficient area.
PART IV - EVALUATION AND RECOMMENDATIONS
The applicant, Mid South Water Systems, requests reissuance
of the subject Permit. The only changes/modifications to the
Permit necessary at this time is the addition of effluent
limitation pages for 0.033 MGD (current plant capacity) and 0.100
MGD (proposed expansion). The compliance screen should be updated
from the current hydraulic flow of 0.100 MGD to 0.033 MGD.
It should also be noted that the facility's classification
will go from a Class II to a Class III upon expansion to 0.100
MGD.
Pending receipt and approval of the WLA, it is recommended
that the Permit be renewed as requested.
