This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended). If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding. Please note that this permit is not transferable except after notice to the Division. The Division may require modification or revocation and reissuance of the permit. Directions to Site: From the jet. of I-77 and SR 1109 (Williamson Road) south of the Town of Mooresville, travel northwest on SR 1109 = 0.4 mile. The Diamond Head WWTP site is located on the right (east) side of SR 1109. 6. Discharge Point(s), List for all discharge Points: - Latitude: 350 33' 53" Longitude: 800 51' 58" USGS Quad No.: E 15 SE 7. Site size and expansion area consistent with application: Yes. There is little, if any area available for future WWTP expansion unless additional acreage is purchased by the permittee. 8. Topography (relationship to flood plain included): Rolling topography, slopes 5-15%. The site is located well above the full pond elevation of Lake Norman. 9. Describe receiving stream features and pertinent downstream uses: The discharge enters Lake Norman in the Reeds Creek area adjacent to the SR 1109 bridge. There are no other known dischargers in the immediate area, however, there is a non -potable industrial water intake located - 0.25 mile downstream (currently inactive). The lake receives considerable bodily contact as a result of primary recreational activities. PART H - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS 2. 3. 4. a. Description of existing or substantially constructed WWT facilities: The existing WWT facilities consist of an influent bar screen followed by a V-notch weir, dual flow equalization tanks, dual aeration basins, dual clarifiers, a multi -media tertiary filter, a chlorine contact tank with tablet disinfection, an aerated sludge holding tank, post aeration, a sonic flow meter, an effluent pump station and stand-by power. f. Description of proposed WWT facilities: The applicant proposes to construct two (2) identical 0.033 MGD WWTPs having the same treatment processes as listed in (e) above including dechlorination. g. Possible toxic impacts to surface waters: Chlorine is added to the waste stream, however, the addition of dechlorination should minimize toxicity concerns. Residual handling and utilization/disposal scheme: Residuals are removed by Roberts Septic Tank Service and are disposed of in the City of Newton's sewer collection system. PART IV - EVALUATION AND RECOMMENDATIONS The permittee, Heater Utilities, requests reissuance of the subject Permit. There have been no changes to the permit or WWT facility since the permit was last renewed. It should be pointed out, however, that Heater has made a number of minor operational and safety improvements to the plant since they became the permittee. Included in these improvements were noise reduction measures that have significantly reduced operational noise. Other improvements include new safety railing and flooring, new piping and other appurtenances, and tankage repair. Pending receipt and approval of the WLA, it is recommended that the Permit be renewed as requested.
