Dear Mr. Weber:
A letter of request for an Authorization to Construct was received February 8, 1994 by the Division
and final plans and specifications for the subject project have been reviewed and found to be satisfactory.
Authorization is hereby granted for the construction and operation of a 73,100 gpd expansion for a total
wastewater treatment capacity of 100,000 gpd. The expansion consists of a 5.6 sf bar screen, 12,000 gpd
flow equalization basin with 70 cfm blower at 5 psi and dual 100 gpm submersible flow equalization
pumps; flow control chamber with weirs to split flow three ways - 26,900 gpd to the existing plant area,
(2) 36,550 gpd outlets to the proposed dual package plants;' dual 48,600 gallon aeration basins (97,200
gallons total); 2 dual hopper type clarifiers each being 10 feet x 10 feet, four 3 inch sludge return airlifts, 4
airlift skimming devices; 2 centrifugal blowers (for noise reduction) rated at 530 CFM each at 5 psi; 6900
gallon sludge holding tank; 2384 gallon chlorine contact tank with split flow dual tablet chlorination; 5454
gallon clear well with two backwash pumps to deliver 15 gpm/square foot, two tertiary fillers with a total
surface area of 69 sf, a 55 cfm blower, a 5744 gallon mudwell with dual 40 gpm pumps and 2 inch
mudwell line to flow equalization basin, a 1552 gallon post aeration chamber with 2 split flow tablet
dechlorinators, standby generator, and all the associated valves, piping, and appurtenances with discharge
of treated wastewater into Lake Norman which is classified Class WS-III&B waters.
This Authorization to Construct is issued in accordance with Part III, Paragraph A of NPDES
Permit No. NCO074772 issued February 15, 1993, and shall be subject to revocation unless the
wastewater treatment facilities are constructed in accordance with the conditions and limitations specified in
Permit No. NC0074772.
The sludge generated from these treatment facilities must be disposed of in accordance with G.S.
143-215.1 and in a manner approved by the North Carolina Division of Environmental Management.
In the event that the facilities fail to perform satisfactorily, including the creation of nuisance
conditions, the Permittee shall take immediate corrective action, including those as may be required by this
Division, such as the construction of additional or replacement wastewater treatment or disposal facilities.

The Mooresville Regional Office, telephone number (704) 663-1699, shall be notified at least
forty-eight (48) hours in advance of operation of the installed facilities so that an in -place inspection can be
made. Such notification to the regional supervisor shall be made during the normal office hours from 8:00
a.m. until 5:00 p.m. on Monday through Friday, excluding State Holidays.
Upon completion of construction and prior to operation of this permitted facility, a certification
must be received from a professional engineer certifying that the permitted facility has been installed in
accordance with the NPDES Permit, this Authorization to Construct and the approved plans and
specifications. Mail the Certification to the Permits and Engineering Unit, P.O. Box 29535, Raleigh, NC
27626-0535.
Upon classification of the facility by the Certification Commission, the Permittee shall employ a
certified wastewater treatment plant operator to be in responsible charge (ORC) of the wastewater treatment
facilities. The operator must hold a certificate of the type and grade at least equivalent to or greater than the
classification assigned to the wastewater treatment facilities by the Certification Commission. The
Permittee must also employ a certified back-up operator of the appropriate type and grade to comply with
the conditions of Title 15A, Chapter 8A, .0202. The ORC of the facility must visit each Class I facility at
least weekly and each Class II, III, and IV facility at least daily, excluding weekends and holidays, and
must properly manage and document daily operation and maintenance of the facility and must comply with
all other conditions of Title 15A, Chapter 8A, .0202. Once the facility is classified, the Permittee must
submit a letter to the Certification Commission which designates the operator in responsible charge within
thirty days after the wastewater treatment facilities are 50% complete.
A copy of the approved plans and specifications shall be maintained on file by the Permittee for the
life of the facility.
Failure to abide by the requirements contained in this Authorization to Construct may subject the
Permittee to an enforcement action by the Division of Environmental Management in accordance with
North Carolina General Statute 143-215.6A to 143-215.6C.
The issuance of this Authorization to Construct does not preclude the Permittee from complying
with any and all statutes, rules, regulations, or ordinances which may be imposed by other government
agencies (local, state, and federal) which have jurisdiction.

PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS
I. Existing Treatment Facility
a. Current permitted capacity: 0.100 MGD.

ATCs issued in the previous two (2) years: N/A.
C. Actual treatment capacity of the current facility
(design volume): 0.0334 MGD.
d. Description of existing or substantially constructed
WWT facilities: an influent bar screen followed by a V-
notch weir, dual flow equalization basins, dual
aeration basins, dual secondary clarifiers, an aerated
sludge holding tank, a tertiary filter, a chlorine
contact tank with tablet disinfection, a flow measuring
device, post aeration, effluent pump station and stand-
by power.
2. Type of Proposed Treatment Facility: The applicant proposes
to construct two (2) identical 0.333 activated sludge WWTPs
having the same treatment units as the existing facilities
identified in No. 1(d) above with the exception of
dechlorination which will be added.
3. Residuals Handling and Utilization/Disposal Scheme: Sludge
is removed as necessary by Roberts Septic Tank Service,
which has an agreement with the City of Hickory to dispose
of sludge in the City's sewer collection system.

PART III - EVALUATION AND.RECOMMENDATIONS
The permittee requests approval to expand the present WWT
facility from 0.033 MGD to 0.100 MGD, which is the maximum
hydraulic flow allowed by the NPDES Permit.
This facility is presently operating under BPJ limitations
of 15 mg/l BOD5 and 4 mg/l ammonia: The proposed expansion should
not affect this facility's ability to comply with these
limitations.
It is recommended that no dwelling be located less than 150
feet from the WWTP. The vegetative buffering shown on the plans
should be extended to enclose both the existing and proposed WWT
facilities. All blowers should be housed in an enclosed structure
(as shown on the plans) and should be equipped with noise
suppression devices.
Pending a review and approval of the plans and
specifications by P&E, it is recommended that an ATC be issued.
