Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: * This PCN focuses on the impacts associated with the installation of the access road to the future Laurinburg/Scotland Industrial Site and its continuity with US 15-501 (Aberdeen Rd). Impacts from these activities are included in the attached HE-0013 Wetland and Surface Water Impacts Permit Drawings at Permit Sites 4 - 6. A separate PCN will be submitted for Impact Sites 1-3 (HE-0013A) that are associated with Drainage Improvements to US 15-501 (Aberdeen Rd) around SR 1301 (Plant Rd). The site area for the proposed roadway improvements to US 15-501 (Aberdeen Rd) extend from the Laurinburg and Southern Railroad crossing south of SR 1301 (Plant Rd) north to a point north of the proposed Laurinburg North Fire Station. Also included is an area east of US 15-501 (Aberdeen Rd) within the above stated limits, that will be the location of the proposed access road to the future Laurinburg/Scotland Industrial Site. Currently land use is mainly light industrial and agricultural. The topography is generally flat with little relief. Immediately adjacent to the east of US 15-501 (Aberdeen Rd) is a gas station and a home surrounded by forested area. Further east, a large agricultural field exists that is the planned location of the proposed access road that will provide two entrances to the proposed Laurinburg/Scotland Industrial Site. Further north along the East side of US 15-501 (Aberdeen Rd) is the location of the proposed Laurinburg North Fire Station (currently under construction at the time of this application). 4b. Explain the purpose of the proposed project:* The proposed roadway improvements would provide access to the Laurinburg/Scotland Industrial Site, while maintaining mobility in this area along US-15/501 (Aberdeen Rd).The Laurinburg/Scotland Industrial Site in Scotland County will house up to two industrial operations. Trucks carrying supplies and products will access and egress from the site via US 15/501 (Aberdeen Rd). Cars carrying employees will also need to access and egress the new industrial park. Traffic volumes are estimated to be more than 40 trucks and 400 cars entering and leaving the site on a daily basis and are expected to increase over time. Turn lanes along US 15/501 (Aberdeen Rd) and separate entrances for cars, trucks, and maintenance vehicles are needed to maintain traffic flow along US 15/501 (Aberdeen Rd) and prevent conflicts. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: The project includes improvements to US-15/501 (Aberdeen Rd) that will widen and add turn -lanes to two access points to the proposed Laurinburg/Scotland Industrial Site. These access points will be the beginning and end of a new road will be installed on new location east of US-15/501 (Aberdeen Rd). The new access road will tie into US-15/501 (Aberdeen Rd), cross a Jurisdictional stream, turn north and run parallel to US-15/501 before tying back into US-15/501 (Aberdeen Rd). Typical equipment will be used for new roadway construction as part of the project. This PCN focuses on impacts that will result from the construction and installation of the road that will tie into US-15/501 (Aberdeen Rd), cross a Jurisdictional stream, turn north, and run parallel to and rejoining US-151501 to provide incoming and outgoing traffic to the proposed Laurinburg/Scotland Industrial Site. The new road will cross an existing jurisdictional stream at two locations. New culverted crossings will be installed for the road at Permit Site Locations 4 & 5. Additional impacts will occur at an existing culverted crossing of Stream SB under US- 15/501. These impacts will result from the installation of new drainage ditches and stabilization that is needed to facilitate flow. These impacts are depicted at Permit Site 6. 5. Comments: Permanent and temporary impacts to Streams will result from project activities. These activities are associated with the proposed drainage, paving, and grading activities required to construct a new access road and upgrade construction access road to the Laurinburg/Scotland Industrial Site and improve US 15/501 (Aberdeen Road) from the Laurinburg and Southern Railroad crossing south of SR 1301 (Plant Road) to a point north of the proposed Laurinburg North Fire Station. The Stream impacts associated with this project are shown at Permit Sites 4 — 6. Each permit site is described in detail below. Permit Site 4. (Station 13+19 to 13+58-SR1-) There will be approximately 81 feet of permanent impact (S1) to Stream SB-2 resulting from the installation of a 66" RCP pipe culvert with an additional 15 feet of permanent stabilization impact (S3) and 8 feet of temporary impact (S2) resulting from inlet channel and inlet bank stabilization. Additionally, there will be approximately 20 feet of permanent impact (S5) and 16 feet of temporary impact (S4). The inlet and outlet channel permanent impacts (S2 & S4) are required to facilitate stream flow in and out of the new proposed culvert and will consist of the installation of Class -I rip rap. Pipe Inlet Bank Stabilization details are shown on the permit drawings, see Detail 4-3 on Sheets 2 & 3 of Permit Drawings. Also Pipe outlet channel stabilization details are shown on the permit drawings, see Detail 4-7 on Sheets 2 & 3 of Permit Drawings. Permit Site 5. (Station 13+95 to 14+03-SR2-) There will be approximately 71 feet of permanent impact (S6) to Stream SB-2 resulting from the installation of a 60" RCP pipe culvert with an additional 15 feet of permanent stabilization impact (S8) and 4 feet of temporary impact (S7) resulting from inlet channel and inlet bank stabilization. Additionally, there will be approximately 16 feet of permanent impact (S10) and 5 feet of temporary impact (S9). The inlet and outlet channel permanent impacts (S7 & S9) are required to facilitate stream flow in and out of the new proposed culvert and will consist of the installation of Class -I rip rap. Pipe Inlet Bank Stabilization details are shown on the permit drawings, see Detail 5-3 on Sheets 11 & 12 of Permit Drawings. Also Pipe outlet channel stabilization details are shown on the permit drawings, see Detail 5-6 on Sheets 11 & 12 of Permit Drawings. Permit Site 6 (Station 34+10 to 34+35-L-) There will be approximately 18 feet of permanent impact (S11) and 10 feet of temporary Impact (S12) to Stream SB-1 that will result from the installation of a Special 2' Base Ditch (See Detail 5-7 on Sheets 11 & 12 of the Permit Drawings that will be installed on the West side of US 15-501 (Aberdeen Rd). There will also be approximately 15 feet of permanent impact (S13) and 10 feet of temporary impact (S14) that will result from improvements to an existing pipe culvert outlet and bank stabilization needed to accommodate the roadway widening on US 15-501 (Aberdeen Rd). See Details 5-5 on Sheets 11 & 12 of the Permit Drawings. E. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: A Natural Resources Technical Report (NRTR) was developed to identify sensitive environmental areas in the vicinity of the project. Streams and Wetlands were delineated on site to provide location to aid in avoidance and minimization of impacts during the design process. Regulatory agencies were notified early on in the project development process. NCDOT sent hybrid start-of-study/scoping letters to local officials from the City of Laurinburg and Scotland County, local emergency responders, Lumber River Rural Planning Organization, U.S. Corps of Engineers (USACE), North Carolina Wildlife Resources Commission, North Carolina Department of Environmental Quality (NC DEQ) Division of Water Resources (DWR), U.S. Fish and Wildlife Service, U.S. Environmental Protection Agency. Recipients were invited to review and comment on the proposed project. Comments received were incorporated into the final design to the greatest extent possible. A site visit with regulatory officials to confirm the extent of waters onsite and to discuss components of the proposed project was carried out in May of 2023. During the site visit, opportunities were given to agency representatives to express concern about various aspects of the project. The project team considered several alternatives for the new road connecting the Scotland/Laurinburg Industrial Site to US 15/501. All alternatives met the purpose and need of the project and provided two entrances to the site. Alternative 1 — The northern entrance to this loop road concept entered the Scotland/Laurinburg Industrial Site between the southern Piedmont Natural Gas easement and the jurisdictional stream, formed a four-way intersection with driveways to the proposed industrial operation and the fire station, and turned south to cross the jurisdictional stream three times before intersecting US 15/501 north of the residential property. Due to its impacts to the jurisdictional stream, this alternative was eliminated from further consideration. Alternative 2 — This alternative altered the Alternative 1 design by shifting the northern entrance for the loop road north of the natural gas easement and adding curves to the north/south portion of the loop to create three near -perpendicular crossings of the jurisdictional stream. Due to its impacts to the jurisdictional stream, this alternative was eliminated from further consideration. Preferred Alternative — This alternative proposes to enter the site north of the natural gas easement and shifts the north/south portion of the loop road to the east, minimizing impacts to the jurisdictional stream. Existing drainage patterns are being maintained to the maximum extent practical throughout the project. 3:1 fill slopes will be used to reduce impacts to adjacent parcels and jurisdictional streams, reducing the overall footprint of the project. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: An erosion and sediment control plan will be approved by NCDEQ prior to commencement of construction activities. General Best Management Practices and Spill Prevention and Control measures will be utilized during construction activities: Proper housekeeping, maintenance of equipment, and containment of fuels and other potentially hazardous materials would be implemented. Spill control kits would be provided at the work site to facilitate spill response. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a. Comments There are no wetland impacts associated with the permit sites included in this PCN. Total permanent stream impacts a permit sites 4 - 6 amount to 251 feet. This includes 167 feet of fill resulting from new culvert crossings plus 84 feet of bank stabilization. There will also be 53 feet of temporary impacts bringing the permanent and temporary impact total to 304 feet of warmwater impacts. NCDOT is proposing compensatory mitigation for 167 feet of impacts resulting from fill associated with new culvert installation. NCDOT has coordinated with the North Carolina Department of Environmental Quality — Division of Mitigation Services (NCDEQ-DMS) to secure stream mitigation for the project. A letter is included in the attachments that indicates that NCDEQ-DMS will secure credits for 167.00 feet of warmwater stream impacts located in the CU 03040204 of the Lumber River basin in the Southern Inner Coastal Plain (SICP) Eco-Region. NCDEQ-DMS will commit to implement sufficient compensatory mitigation credits to offset the impacts associated with this project as determined by the regulatory agencies in accordance with the In -Lieu Fee Instrument dated July 28, 2010. During the development of the NRTR, site visits were carried out to complete stream and wetland delineations as well as surveys for Federally Threatened and Endangered Species and their habitat. When potential habitat was noted on site during initial field surveys, follow-up surveys were conducted in -season as needed. The NRTR is included attached to this application. 6. The review found that no additional surveys were required. The MCDC also included coordination with NCDOT Archaeologists for a review of Cultural Resources. The Cultural Resources review found that no additional archaeology surveys were required.
