Directions to Site: The WWTP site is located at the western end of SR 1102 (Langtree Road) approx. 2.2 miles west of where SR 1102 crosses I-77 in southeastern Iredell County. 6. Discharge Point(s), List for all discharge Points: - Latitude: 35° 31' 04" Longitude: 800 53' 59" Attach a USGS Map Extract and indicate treatment plant site and discharge point on map. USGS Quad No.: E 15 SW 7. Site size and expansion area consistent with application: Yes. Limited area available for expansion, if necessary. 8. Topography (relationship to flood plain included): The WWTP is located above the high water elevation of Lake Norman. 9. Location of Nearest Dwelling: Approx. 150 feet from the WWTP. Page Two 10. Receiving Stream or Affected Surface Waters: Catawba River (Lake Norman) . i n :_ 1),,,.:_. , a. Classification: WS-IV, B b. River Basin and Subbasin No.: Catawba 030832 C. Describe receiving stream features and pertinent downstream uses: Discharge enters main creek channel of Lake Norman. A municipal water intake exists approx. 2.5 miles south of the discharge point. The receiving stream is used for primary and secondary recreation and receives frequent bodily contact. PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS 1. a. Volume of Wastewater: 0.015 MGD (Design Capacity) b. What is the current permitted capacity: 0.015 MGD C. Actual treatment capacity of current facility (current design capacity): 0.015 MGD d. Date(s) and construction activities allowed by previous ATCs issued in the previous two years: N/A e. Description of existing or substantially constructed WWT facilities: The existing WWT facilities consist of an equalization tank followed by a flow splitter box, two (2) extended aeration WWTPs connected in parallel (each has 0.0075 MGD capacity) with aeration and clarification, dual tertiary sand filters, an aerated sludge holding tank, tablet disinfection with contact chamber and post aeration. f. Description of proposed WWT facilities: If the permittee is unable to reduce effluent residual chlorine, dechlorination may be necessary. g. Possible toxic impacts to surface waters: Chlorine is added to the waste stream. h. Pretreatment Program (POTWs only): N/A 2. Residual handling and utilization/disposal scheme: Residuals are removed by Roberts Septic Tank Service and hauled to the City of Newton for disposal. 3. Treatment Plant Classification: Less than 5 points; no rating (include rating sheet). Class II 4. SIC Code(s): 4952 Wastewater Code(s): 04 5. MTU Code(s): 06107 Page Three PART III - OTHER PERTINENT INFORMATION 1. Is this facility being constructed with Construction Grant Funds or are any public monies involved (municipals only)? No Special monitoring or limitations (including toxicity) requests: None at this time. 3. Important SOC/JOC or Compliance Schedule dates: N/P. 4. Alternative Analysis Evaluation a. Spray Irrigation: Insufficient area available. b. Connect to regional sewer system: None available. C. Subsurface: Insufficient area available. PART IV - EVALUATION AND REC_.OMMENDATIONS The permittee requests renewal of the subject Permit to discharge treated domestic wastewater from a WWT facility that serves the Alexander Island development. The facilities appeared to be in excellent operational condition at the time of the site inspection. The ORC has experienced some difficulty in maintaining an acceptable chlorine residual. Some options were discussed during the inspection and will be attempted by the operator. Should residual levels continue to remain elevated, the addition of dechlorination facilities may be necessary. The permittee has also experienced difficulty in stabilizing the outfall line on the bottom of the Lake. Recently, additional weight was added to the line and it appears to be holding the outfall in place. It is our understanding that current policy is to renew the Permit with existing limits if no changes are proposed. It has been the policy of this Office to recommend BPJ limitations (BODS-15 mg/1, NHl as N-4 mg/1) for all WWT facilities discharging (or proposing to discharge) into water supply reservoirs, including those facilities proposing to expand or upgrade. Since the existing facilities are capable of complying with the BPJ limitations without having to expand or upgrade, it is recommended that the Permit be reissued contain the above referenced BPJ limits. u'ia Signature of eport Preparer Date O tiStei!a f %2G O 2 Water Quali y Regional iftervisor Date
