Dear Mr. Patterson:
The Municipal Unit of the Division of Water Resources has reviewed the New Industrial User Pretreatment Permit
(IUP) submitted by The City of Burlington, South Burlington WWTP (NC0023876) for the following Significant
Industrial User (SIU). The original IUP was received by the Division on 01/25/2024. Burlington has responded
adequately to the Division’s 2 ADI Letters dated 01/30/2024 and 04/03/2024. This review is for the final IUP
submitted on 02/28/2024, having an effective date of 03/07/2024.

The review indicates that the IUP is adequate and meets the minimum requirements of 15A NCAC 2H .0916 and 40
CFR 403.8 (f)(1)(iii). The allocation table, maintained in the Division’s database, has been updated accordingly.
Within 180 days of the effective date of any reissued or modified NPDES permit the permittee would be required to
submit to the Division a written technical evaluation of the need to revise local limits (i.e., an updated IWS, or
documentation of why one is not needed). This action may include revising, updating, or adding to the list of
Significant Industrial Users (SIUs). Pursuant to 15A NCAC 2H .0907(b) either the Division or the permittee may
initiate pretreatment program revisions.
Federal and State pretreatment regulations require the local delegated pretreatment program to effectively control and
document the discharge of wastewater from Significant/Categorical Industrial Users to the POTW. It is the POTW’s
responsibility to ensure that these objectives are consistently met.
