Dear Mr. Ramsay,
The Division of Water Resources (DWR) received a draft Bank Parcel Development Package
(BPDP) for the Brooks Swamp Bank Parcel (Site) in 2023, for review and approval under the terms
and conditions of the Brooks Swamp Mitigation Banking Instrument for Nutrient Offset and Riparian
Buffer Mitigation (MBI) received on August 22, 2023. Effective February 21, 2024, the MBI was
made and entered into by RestorEcology Neuse, LLC (REN) acting as the Bank Sponsor, and the
DWR. DWR reviewed the BPDP and MBI documents and provided comments and
recommendations. DWR received a revised BPDP and MBI that addressed all comments and
recommendations. The table below summarizes the timeline of the BPDP and MBI:
