The project site is located on the north side of the existing NC School of Math & Science. The existing conditions in the vicinity of the
project are athletic fields. There is an existing softball field and and existing soccer field in the area of the project.

4. Proposed Activity
Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used:
This project is only temporary. NCSSM is installing temporary modular units on campus for student to reside in while dorm
renovations are occurring. The temporary units will be accessed by a temporary gravel drive aisle. This drive aisle will only be used
for maintenance and emergency access. It is not used for student or general public access. The temporary access drive slightly
encroaches into the determined buffer upstream of the existing headwall where the determination begins. There are no
encroachments to the stream itself or the buffer on either side of the stream. Encroachment area is only above the headwall based on
how the buffer is drawn. The project has gone through the Office of State Construction for approval. Based on jurisdiction of City of
Durham, project has also been reviewed by City Engineering and Stormwater for compliance. Temporary wet pond SCM is proposed
to meet City of Durham stormwater requirement. Nutrient mitigation credits have also been purchased as part of this approval. Based
on the location of the project in the Neuse basin, Durham requires the State approval for buffer authorization. Again, this project is
only temporary and will be restored to the existing conditions once complete.

D. Impact Justification and Mitigation
1. Avoidance and Minimization
1 a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.
The proposed location for the temporary modular units was based on campus space limitations and proximal locations to the
dormitories that are being renovated. Design of the temporary access drive was located to avoid impact to the existing stream and
tree stands. The temporary access drive is only located upstream and above the existing headwall to the buffered stream. The
temporary access drive location allows for minimal interruption for the use of the existing athletic fields as well. Access drive is to be
kept as temporary and for use only by necessary maintenance and emergency vehicles.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
The City of Durham Engineering and Stormwater, as well as the Office of State Construction, have approved the design and
constructability of the proposed project. Erosion control devices are designed to prevent sedimentation from the stream. Project limits
of disturbance are protected by silt fence. Upstream of the temporary access drive, a proposed wet detention pond will act as a
temporary sediment basin with skimmer during construction. Surface areas are designed for water quality management. Water
quantity management will provide attenuation of the post development flows to the pre-existing flows for the 1, 2 and 10 year storm
event, to meet the City of Durham requirements. The temporary project site will be restored to the existing conditions after the
completion of the dormitory renovations.
