Downtown Kenly Subdivision at Kenly is a residential development that consists of 25
lots and will be located on a 9.64 Ac. parcel. The wastewater generated by this residential

area was calculated using the daily flow of 8Q-ga4&y per bedroom per the Residential
Flow Reduction Approval. The flow allocated per lot is for 3 bedrooms which totals a
5,625 GPD
daily flow for the project of 61000-GRD. It will consist of 100°}o residential flow. The
sewer system will be constructed of approximately 1,024 LF of 8-inch SDR-35 PVC
gravity sewer line including 6 new manholes. The newly permitted system will flow to
the existing Yukon Pump Station. The pump station has the available capacity to handle
the additional flow. The wastewater treatment plant facility that will be handling this flow
is the Kenly W WTF (Permit # NC 0064891). The permitted flow for the W WTF is 0.63
MGD and after the allocation of the Downtown Kenly Subdivision's flow the WWTF
will be allocated at 59.6% of its total capacity.

I Tony Sears, Interim Town Mgr. certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation of
the planned improvements identified in the planning assessment where applicable. This analysis
has been performed in accordance with local established policies and procedures using the best
available data. This certification applies to those items listed above in Sections I and II plus all
attached planning assessment addendums for which I am the responsible party. Signature of this

FTSE 04-16 Has been updated to 10-23
a. The Delegation of Signature Authority form has been completed by the town and is attached giving Tony Sears
authority to sign.
b. Section II Downstream Facility Name and Permit Number now matches match FTA Section V.3 and VA.
2. FTA 06-21 has been updated to 10-23
a. Section 1.5 Email address added.
b. Section 111.1: Spelling Corrected.
c. 75 GPD/BR has now been applied and new reduced flow is now shown on all forms.
d. Section V1.6 is now checked.
e. Section V1.7 now specifies number of bedrooms in the establishment type.
f. Section IX.4 basin information filled in.
3. According to Section F of the Application Instructions, an 8.5-inch x 11-inch color copy of a USGS Topographic Map and an aerial map
should be included with the application. The maps need to clearly identify the project area, including the closest surface waters,
general location of the gravity sewer, pumpstations, and force mains, and the downstream connection points for the receiving sewer.
Please provide the required maps according to the application requirements.

Hello Tony and Michael,
After reviewing the Fast Track Sewer System Extension Application for Downtown Kenly Subdivision, additional information is required in
order to further process the application. Please provide the following information by April 5, 2024, and note that the requested
information must be submitted within 30 days of this request, or the applicant will be required to submit a new application and application
fee in accordance with 15A NCAC 02T .0107.
1. In the FTSE 04-16 (update and send me the copy) [Most recent: FTSE 10-18 is now available]
a. Tony Sears is not listed as the signatory authority for NC0064891. Please submit a Change
of Delegatory Signature Authority form to the department and provide me with a copy.
b. Section 11 Downstream Facility Name and Permit Number should match FTA Section V.3 and VA.

2. In the FTA 06-21 (update and send me the copy). [Most recent: FTA 10-23 is now available]
a. Section 1.5 missing email address of Tony Sears.
b. Section IIIA: Check spelling of Engineer.
c. Pursuant to Section 18.1.(e) of SL 2023-137, the 75 GPD/BR rate shall apply for all applicable non -discharge permits issued on or
after November 1, 2023. Please update Page 2 of the FTA, the narrative, and the FTSE.
d. Section V1.6 needs to be checked.
e. Section V1.7 should specify number of bedrooms in the establishment type.
f. Section IX.4 missing information about the basin.

15A NCAC 02T .0107 Staff Review and Permit Preparation states:
• "(2) (e) If an application is accepted and later found to be incomplete, the applicant shall be advised how the application or
accompanying supporting information may be modified to make it complete. The staff shall advise the applicant:
(2) if all required information is not submitted within 30 days, the project will be returned as incomplete. Any resubmittal of a
returned application shall be accompanied with a new application fee."
