Given the denial of the 401 Individual Water Quality Certification (WQC), the Corps is required to deny Department of
Army authorization (including the after -the -fact use of Nationwide Permit 42) for this project; please see the attached
letter and referenced enclosures. Note that hard copies of the attached document will not be distributed unless
