Bells Bridge Bank Parcel Credit Release — Task 5
Dear Mr. Jenkins:
On November 20, 2023, the Division of Water Resources (DWR) received a Year 2 Monitoring
Report from Restoration Systems, LLC (RS) for the Bells Bridge site. Overall, site conditions appear
to look satisfactory, performance standards for vegetation were met across most of the site and a
minor encroachment within the conservation easement areas was noted. No stems were impacted
from the minor encroachment.
DVVR received a continuation certificate for performance bond (K4173002A) issued to RS from
Federal Insurance Company, in the amount of $60,000. The term of this bond ends with the approval
of the Year 3 Monitoring Report by DVvTR. Future credit releases will be dependent on both the
renewal of this performance bond and the annual monitoring reports.
In accordance with the NOBI, signed on November 29, 202 1, the following Project Milestones have
been met and the corresponding credits shall be released:

By copy of this correspondence, DVvTR confirms that you have satisfied the above requirements for
the above -referenced tract and the following credits are released to sell:
* 10% of the Nitrogen nutrient offset credits (0. 10 x 81,308.489 lb-N = 8,130.849 lb-N)
0 10% of the Phosphorus nutrient offset credits (0. 10 x 5,236.895 lb-P = 523.690 lb-P)
Please note that nutrient offset credits generated at this site must be used for impacts in HUC
03020102 of the Tar -Pamlico River Basin pursuant to 15A NCAC 02B .0703, which became
effective on April 1, 2020.
