Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The site is the location of the Elizabeth City-Pasquotank County Airport Authority buildings and parking areas. The east parcel consists of an airplane hangar, terminal building and parking areas. The west parcel is a large open field with a airplane hangar building on the east boundary. The general land use to the north is the Elizabeth City Coast Guard Airportfacility with residential and farmlands to the south and west. 4b. Explain the purpose of the proposed project: The purpose of the project is to expand the facilities at the Elizabeth City-Pasquotank County Airport. The expansion of the airport facilities will require expanding the parking area over an existing ditch south of the new airport hanger building. An additional driveway crossing is also needed to access the proposed terminal building on the western parcel near the intersection of Weeksville Road and Consolidated Road. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * The parking area expansion and the new hanger building on the east parcel will impact 0.15 acres (6,496 sf) of the jurisdictional ditch. On this parcel 406 linear feet of the ditch will be covered with the parking area and 2-36 inch concrete culverts will be installed along the length of the parking area to provide continued connectivity within the ditch. Access to the west parcel and the new terminal building will impact 0.026 acres (1,120 sf) of the jurisdictional ditch. This road crossing will impact 70 linear feet of the ditch and 2-36 inch concrete culverts will be installed for continued connection within the ditch. Indirect impacts will include additional surface runoff during the airport expansion. Sedimentation and erosion control measures will be installed prior to construction in order to limit surface runoff into the existing ditch during construction. Equipment to be used include excavators, backhoes, grading equipment and dump trucks for material transport. 5. Jurisdictional Determinations 5a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: On the west parcel, the road crossing has been designed to adhere to the minimum state and county standards, thereby effectively avoiding and minimizing impacts to the jurisdictional ditch. As a result, the construction on this parcel will have minimal adverse effects on the ditch. On the east parcel, the construction of the new hangar building necessitates relocating the parking area and the drive aisle southward, encroaching upon the existing ditch. To accommodate this adjustment, the new parking area and drive aisle have been designed to meet the minimum design standards set by the Pasquotank County Planning Department. Furthermore, both the new parking area and the drive aisle have been equipped with two 36" diameter culverts, with 20 % burial depth, to ensure continuous connectivity within the ditch. This design consideration not only facilitates the construction process but also ensures the uninterrupted Flow and functionality of the ditch despite the modifications to the surrounding infrastructure. On the west parcel the road crossing has been designed to meet minimum state and county standards therefore avoiding and minimizing impacts to the jurisdiction ditch. The construction of the new hangar building on the east parcel will require parking and the drive aisle to be moved south over the existing ditch. The new parking area and drive aisle has been designed to meet the minimum design standards for Pasquotank County Planning Department. In addition both areas have been designed with 2-36" diameter culverts with 20 % burial depth to provide continued connectivity within the ditch. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Both of impact areas will be constructed with two 36" diameter culverts and 20 % burial depth, to ensure continuous connectivity within the ditch. In addition, a sediment curtain will be installed down stream of the work area to prevent sediment from impacting adjacent waters. 2.
