The North Carolina Department of Transportation (NCDOT) Ferry Division is requesting
authorization to perform maintenance dredging within the Southdock Ferry Basin. This dredging
project will be completed by the Ferry Division Marine Maintenance Unit. Dredged material will be
pumped through the pipeline of the state Dredge Manteo and into the Southdock spoil site. The
NCDOT Ferry Division has a current mining permit for use of the 9.2 acre spoil site, and is
coordinating with the NPS on project dates so they may monitor the site as necessary.
The proposed area that is to be dredged has been dredged before under our current permit. A
dredging event last took place in the basin in March of 2023. The west side of the basin has been
shoaling in steadily since the 2023 project, but we were unable to address it over the fall/winter due
to the Dredge Manteo being under repair for a failed transmission. This project would remove the
36,770 cubic yards shown in the "secondary area" on the February 2024 survey, and also remove
approximately 4,000 cubic yards from the area in red between the bulkhead and north ferry ramp.
Since completion of the last event a significant amount of material has been removed from the spoil
site for use along Highway 12, and the interior of the site has been reworked, so there is now ample
capacity. The current capacity is estimated to be approximately 100,000 cubic yards. The purpose
of the dredging planned for spring 2024 is to address the severe shoaling that has created safety
concerns for Ferry Division employees and the travelling public.
A pre -dredge survey was performed in February of 2024 and is attached along with this request.
Approximately 41,000 cubic yards of material will be removed from the basin and pumped into the
spoil site. Excavating the approximately 4,000 cubic yards of material by the bulkhead is necessary
to allow for use of the tie up slips/moorings by both the NC DOT and the US ACE. Removing the
36,770 cubic yards of material from the mouth of the basin is necessary to ensure safe travel in and
out of the basin is possible. Our permit authorizes excavation to 12' MLLW. The dredging
moratorium for Southdock runs from April 1-September 30 of each year so requests for moratorium
relief were sent to the applicable state and federal resource agencies and their responses are
attached to this request. We are proposing to start work the week of April 23 and complete all work
by the end of June 2024. Although the work is only expected to take approximately one month and
be completed well before July, a buffer was included to account for unforeseen mechanical and/or
