WRC does not object to NCDOT's proposed work. Conversations with the NPS indicate they
will be surveying for potential shorebird nest in the upland disposal area. If nest are found
coordination will occur between NPS and NCDOT to avoid the nesting area.

Good morning Travis,
The NC DOT Ferry Division is requesting moratorium relief from April 8 to July 31, 2024 to
perform maintenance and repair on pile clusters at the Manns Harbor Shipyard and complete
maintenance dredging in the Southdock ferry basin.
Moratorium relief was previously granted for the maintenance and repair of the Shipyard piles
through the end of April 2024. Work on the piles is still planned for this month, but repairs to
the NC DOT Dredge Manteo are expected to be completed within the next week and the
shoaling in the basin at Southdock has become critical. The entrance to the basin is severely
pinched and removing the material is necessary to provide safe and reliable travel from
Hatteras to Ocracoke. Therefore, as soon as the dredge is ready, the NC DOT Marine
Maintenance Unit plans to stop work at the Shipyard and tow the dredge to Southdock to
address the shoaling. Once that work is completed there, they would return to the Shipyard
and complete the piling work. While neither project would take more than a month to
complete under perfect conditions the dates provided in this request would allow for the
flexibility needed to account for weather, mechanical issues, changes in project schedules,
and any other unforeseen circumstances.
