Thank you for providing those additional details. While I understand that weather, equipment,
and other issues can cause further delays, having a tentative schedule that is as comprehensive
and detailed as possible provides a better understanding of the work that remains and the time
needed to complete the work and provides the justification for the relief. Because it is
expected that work would be completed by the end of June, I'd be amenable to granting the
relief through the end of June and revisiting the request in early or mid -June if it's looking like
additional time is needed.

Good evening Jimmy,
Checking back on this and also wanted to elaborate on the request as DMF authorization is the
only response outstanding that I need to include with the request to the permitting agencies.
I asked for that July 31 date so if there were minor changes, we wouldn't have to stop work and
wait to get authorizations from every resource and permitting agency. We wouldn't be dredging
that whole window, but it would allow forth at little bit of flexibility we always seem to need.
That being said, I still plan to send out the actual start and end dates for dredging so everyone
is kept in the loop on when actual work takes place.
Hope that helps but let me know if I still need to make some revisions to this request.

Good afternoon Jimmy,
The current plan is for the Marine Maintenance Unit to work on the piles until the week of April
16. They would then begin prepping to mobilize to Southdock for the dredging. The plan is for
the dredging to begin the week of April 23 and go through the month of May. They would then
demobilize and return to the Shipyard to complete the pile work in June.
I asked for the end of July because sticking to an exact schedule with marine maintenance
work just isn't possible. Weather influences it a lot and mechanical and/or staffing issues can
also come into play semi -frequently.

Good morning Brian,
Could you pass along an expected schedule for all of the work that needs to be done? The
DMF is amenable to granting relief through the end of April for the pilings and the dredging to
ensure that there wouldn't be any need to halt operations to get the schedule to me. Once I've
received a schedule, I can provide better feedback on the requested relief. Thanks Brian, and

Subject: INC DOT Ferry Summer 2024 Moratorium Relief Request
Good morning Jimmy,
The INC DOT Ferry Division is requesting moratorium relief from April 8 to July 31, 2024 to
perform maintenance and repair on pile clusters at the Manns Harbor Shipyard and complete
maintenance dredging in the Southdock ferry basin.
Moratorium relief was previously granted for the maintenance and repair of the Shipyard piles
through the end of April 2024. Work on the piles is still planned for this month, but repairs to
the INC DOT Dredge Manteo are expected to be completed within the next week and the
shoaling in the basin at Southdock has become critical. The entrance to the basin is severely
pinched and removing the material is necessary to provide safe and reliable travel from
Hatteras to Ocracoke. Therefore, as soon as the dredge is ready, the INC DOT Marine
Maintenance Unit plans to stop work at the Shipyard and tow the dredge to Southdock to
address the shoaling. Once the work is completed there, theywould return to the Shipyard and
complete the piling work. While neither project would take more than a month to complete
under perfect conditions the dates provided in this request would allow for the flexibility
needed to account for weather, mechanical issues, changes in project schedules, and any
other unforeseen circumstances.
