1. Please provide additional details regarding avoidance and minimization of wetland impacts for this project,
particularly for any grading or lot fill. [15A NCAC 02H .0506(f) and (g)] Include alternative designs and
layouts as needed with justification.
Please see responses from the project engineer below:
W3 (Impact 1 B)- this impact is located on the north side of the fill slope associated with Nomie Gaston
Lane. The elevation difference between road grade and existing elevations is required to provide sufficient
cover for the storm culvert, water main, and sewer line installations in Nomie Gaston Lane (see page 5 of
the Impact Map plan set for Town standard culvert cross -sections). Impacts have been minimized and
avoided to the maximum extent practical by placing Nomie Gaston Lane as close to Old US 1 Highway as
possible to reduce the area at impact 1 B. This design is also avoiding impact to the buffered stream A
channel north of the Nomie Gaston crossing. And finally, the plan is to drain pond 2 and it is anticipated
that the wetlands and open water areas will reduce in size.
W4 (Impact 1 C)- the 211 SF impact is associated with the slope for SCM #1. SCM #1 construction limits
were located to minimize impacts on the large Wetlands `W2' finger while maximizing the stormwater
volume/surface area for treatment in the wet pond. SCM#1 treats the 1-yrand 1 0-yr stormwater
frequencies while also providing nutrient (nitrogen) removal although not a requirement within the Cape
Fear River Basin. The nitrogen treatment is an added benefit, one that is improved with the proposed 211
SF impact. Additionally, the plan is to drain pond 2 and it is anticipated that the wetlands and open water
areas will reduce in size.
W5 (Impact 1D)- the impact is created due to construction of the roadway, sidewalk, and associated
grading required for Nomie Gaston Lane. The 338 SFsouth of Nomie Gaston Lane was shown as "lot
grading" only due to the location outside of the R/W. The grading is required as part of the roadway
construction to tie existing and proposed slopes together. The location of Nomie Gaston Lane was
proposed to avoid impacts to buffered stream A north of Nomie Gaston Lane. Additionally, the plan is to
drain pond 2 and it is anticipated that the wetlands and open water areas will reduce in size.
2. Have you received any correspondence from the USACE? Hasa provisional been issued for this project? I
did not see any correspondence for this project.
Response: this project is currently in formal consultation with SHPO because of Section 106 and historical
resources. 1 have attached that email foryour reference.

I hope that you are doing well. I have been communicating with the project engineer and applicant regarding your
question #1 below and they would like more clarification on what wetland impact areas you would like additional
Avoidance/minimization or additional justification? Could you please let us know which impact areas and we will
address them individually.
Also, regarding your#2 concern, this project is currently in formal consultation with SHPO because of Section 106
and historical resources. I have attached that email for your reference.
