Project Setting
The project site is located off SR 1769 at 78 Oland Drive on lot 5 of the
Ravenwood Harbour Estates subdivision in the Smithton Community situated on a man
made canal system off Pungo Creek in Beaufort County near Belhaven, North Carolina.
This canal system is located below the HWY 99 bridge on the north side of Pungo Creek.
The site is a developed 1.14 acre highground residential lot vegetated mainly with upland
grasses and various scattered hardwood trees. The lot is bordered on two sides, the east
and south side, by man made canals. The canal on the east side of the property is
approximately 75' wide and connects directly to Pungo Creek while the canal on the
south side is a lateral off the aforementioned canal and is approximately 40' wide. Water
depths in the larger canal are between 5.5' to 7.4' and 3' to 4' in the lateral canal. The lot
has approximately 170' of shoreline along the main canal stabilized with riprap. The
shoreline along the lateral canal is stabilized with +280' of wood bulkhead. There is a
covered 15' x 35'boat basin perpendicular off the lateral canal. On either side of the
covered basin is a roofed area over grass, a simple extension of the roof that covers the
basin. Beside the boat basin and shelter is an open sided roofed picnic shelter and a
pump house.
The lot contains one single-family residence with associated guest house/storage
building. The Beaufort County Health Department has turned down any additional septic
preventing further subdivision of the property.
Pungo Creek is classified as SC NSW by the Environmental Management
Commission and as Coastal Waters by the Division of Marine Fisheries.
Project Description
The applicant proposes to improve boat access and mooring on this single-family
lot by excavating a 21' wide x 50' long boat basin off the lateral canal, constructing a 8'
wide x 100' long dock along the main canal and a 14' wide x 16' long boat ramp on the
main canal.
Excavation of the boat basin will occur at he corner of highground created at the
confluence of the main and lateral canals. The basin will be excavated to a connecting
depth of minus 5' below the normal water level (NWL). The resultant spoil is to be
placed a minimum of 30' landward of the canals and spread in an area 80' wide x 140'
long once dry. Three mooring piles are to be spaced evenly aligned with the
existing/remaining bulkhead in the lateral canal. These piling will provide spring piles
for the 21' wide x 50' slip. The new cut is to be stabilized with 70' of new bulkhead.
This bulkhead will tie into the existing.
An S' wide x 100' long pile supported wooden dock is proposed along the main
canal. Approximately 6' of this dock will extend over the canal/NWL.
A 14' wide x 16' long boat ramp is proposed in the main canal near the northeast
corner of the property. The bank is to be excavated to create the slope. Either side of the
cut is to be stabilized with a wooden wall. A concrete pad will then be pushed into place.
Anticipated Impacts
There will be some localized short-term turbidity during the excavation, dock and
bulkhead construction activities. The project will increase the available number of
permanent mooring available on this lot to as many as 6 - 25' long vessels.
Approximately 12,000 ft2 of uplands will be filled and graded. If the project is completed
as proposed, it will result in an increase in the number of vessels mooring in the local
canal system and their associated impacts.

A. Proposal:
The project includes the excavation of a boat basin, bulkheading, storage and grading of
excavated dredge spoil, construction of a 100' dock paralleling the main canal, and the
excavation of a boat ramp:
1) Boat Basin
Excavation of a 50'L x 21'W x 5'D single slip boat basin, with 71' of bulkhead, a
five foot return wall, and three mooring pilings to be placed in approximate
alignment with the bulkhead to be removed. Removal of material will be
accomplished mechanically using a backhoe. Spoil will be temporarily stored in a
high ground location a minimum of 30' landwazd of normal water level (NWL).
Shallow bottom excavation will extend approximately five feet waterwazd of the
existing bulkhead to a connecting depth of 5' below NWL.

A 100'x 8' wooded dock is proposed along the main canal, paralleling the
shoreline. The dock will begin at the edge of the proposed boat basin and extend
100' in a northeasterly direction over an existing riprap shoreline. The dock will
extend and average of 5' and a maximum of 6' over water at any point along its
alignment.

3) Boat Ramp
Positioned approximately 20' from the Drost property will be a 14'wide boat
ramp that will extend approximately 16.66' waterward of normal water level
(NWL). Sidewalls and returns will be installed to prevent erosion. The return wall
adjacent to the Drost property will be approximately 15' from the riparian
property line. The ramp will be a 24.5' L x 14' W x 6"D reinforced concrete slab,
poured on high ground and pushed into place with a backhoe.
The ramp will be a total of 14' W x 24.5' L, of that approximately 16.66' will
extend below NWL upon completion.

4) High Ground Grading and Fill
High ground disturbance will be associated with the placement of spoil on site
and the construction of a new bulkhead.
Spoil generated from excavation and dredging activities will be stored on site in a
50'x 50' area, a minimum of 30' landward of NWL. A silt fence will be placed
azound the retention area while drying to prevent siltation of the adjacent canal.
Approximately 294cy of spoil will be placed within the retention area to a height
of approximately 3.2'. Most of the spoil material to be excavated will be dry and
will be placed around the perimeter of the retention area to create a protective
berm.
High Ground Fill from Spoil: 140'z 80' =11,200sf
Once dry the dirt spoil will be graded on site within an area approximately 140'x
80', as noted on the enclosed plans. A slight vaziation of the placement may
occur. A slit fence will be placed between fill areas and the water.
Additional high ground disturbance anticipated with this development will be in
conjunction with the construction of the new bulkhead around the boat basin, and
the side and return walls at the boat ramp. Disturbance anticipated will extend
approximately 20' landwazd of the bulkhead and return walls. All fill and graded
areas are to be vegetated and stabilized immediately.
