Salisbury Street Raleigh, North Carolina 27604 RE: Willoughby Subdivision NWP 29 Pre -Construction Notification Application Raleigh, Wake County Dear Mr. Lastinger and Ms. Higgins: On behalf of HHHunt Rogers, LLC, we are requesting authorization from the USACE to use NWP 29 for 0.066 acres of permanent wetland impact for lot and infrastructure construction for the proposed residential development, Willoughby Subdivision. We are also requesting 2,371 square feet of permanent Zone 1 buffer impacts and 2,638 square feet of permanent Zone 2 buffer impacts for aerial sewer construction and associated 30 foot sewer easement. We are also requesting a 401 WQC from the NC Department of Environmental Quality for the above referenced impacts. Willoughby Subdivision is a 54± acre proposed 88 single-family dwellings with associated infrastructure (e.g., roads and utilities). The project is located at 4813 Rogers Road, Wake Forest, Wake County (Latitude: 35.9297`N Longitude: -78.4710°W). The project is in the Lower Neuse River Watershed in the Neuse River Basin. The Water Quality Classification for Sanford Creek is C; NSW. A request for preliminary Jurisdictional Determination (JD) is included with this submittal. James Lastinger, USACE, visited the site with a member of SEPI Engineering & Construction. The delineated jurisdictional areas include a small forested wetland and two jurisdictional stream features, which are buffered under the Neuse Riparian Buffer rules. James Graham, NCDWR issued a riparian buffer determination letter on July 14, 2014 (NBRRO#14-246). The proposed project impacts consist of 0.066 acres of permanent wetland impact, 2,371 square feet of permanent Zone 1 buffer impacts and 2,638 square feet of permanent Zone 2 buffer impacts. The wetland impacts will occur from the fill for lots and the stream buffer impacts will occur from the installation of the aerial sanitary sewer line and associated easement. Mitigation is not anticipated for the permanent wetland or permanent stream buffer impacts. Please refer to attached PCN, supporting materials and plans for details describing the proposed impacts.
