Market St. Smithfield, North Carolina 27577 M&C Project # 00358-0144 March 2024 Prepared by: v MCKJMFERS �&CREED Diandra Hyman, PE McKim & Creed, Inc. 4300 Edwards Mill, Suite 200 Raleigh, NC 27612 P:919-233-8091 DESIGN NARRATIVE 1.0 PROJECT DESCRIPTION Johnston County Public Utilities owns and operates the Austin Pond Wastewater Pump Station (WWPS) located on St. Jiles Drive in Clayton, NC in the Austin Pond subdivision under existing Permit No. WQ0016432 Modification. This WWPS currently receives flow from the Winston Pointe subdivision WWPS as well as other developed areas. The Austin Pond WWPS is currently permitted with a firm capacity of 744 gallons per minute (gpm) and can convey wastewater through either of two (2) existing 8-inch force mains. In May 2022 the Winston Pointe WWPS was issued Permit No. WQ0021195 Modification which increased the pumping rate of the station from 320 gpm to 500 gpm due to ongoing development construction. This modifications project is proposed to increase the firm capacity of the Austin Pond WWPS to accommodate additional flows from the Winston Point WWPS. 2.0 EXISTING SYSTEM The Austin Pond WWPS consists of a single wet well and valve vault and currently receives flow from the Winston Pointe subdivision as well as other developed areas, including the Cornwallis WWPS and additional tributary flow. The current firm capacity of the WWPS is 744 gpm. Discharge flow from the Austin Pond WWPS can be sent to the Swift Creek WWPS owned by the County or to a discharge manhole located in downtown Clayton. 3.0 PROPOSED MODIFICATIONS The modifications to the existing Austin Pond WWPS propose the construction of a second wet well and valve vault including the addition of two (2) submersible pumps connected to and adjacent to the existing wet well, existing pumps, and valve vault which will remain in place and in operation. The additional connected wet well and pumps are proposed to provide an overall increase in the firm capacity of the Austin Pond WWPS to accommodate the additional incoming flow. The additional connected wet well also allows proposed construction in this project to take place while keeping the existing WWPS in service minimizing bypass pumping requirements. The two wet wells will be connected via an 8-inch overflow pipe and the existing Winston Pointe WWPS force main on site will be modified to allow discharge to both wet wells using plug valves. Each wet well is intended to have a designated outgoing force main for the County to utilize each of the discharge locations. In addition, the modifications include replacement of the existing influent manhole with a new 8-foot diameter influent manhole with channel grinder, two flow meter vaults with bypass, new generator, and electrical rack to accommodate the additional electrical load. The new standby power generator will be permanent to the Austin Pond WWPS and will be equipped with automatic activation and telemetry per 15A NCAC 02T.0305(h)(1)(B). The new wet well will be of the same size and depth as the existing wet well with duplicate submersible pumps, one primary and one back up pump. Each pump in the new wet well is rated at 400 gpm at 261 total feet of head. Because each wet well has a designated force main and discharge location, the pumps are not competing through a singular force main, and the rated flow of each pump may be added to obtain the increase in pumping capacity for the WWPS. An operation and maintenance plan including pump station inspection frequency, preventative maintenance schedule, spare parts inventory and overflow response has been developed and implemented. d. Pump stations that are not connected to a telemetry system shall be inspected every day (i.e. 365 clays per year). Pump stations that are connected to a telemetry system shall be inspected at ;east once per week e. High -priority sewer lines shall be inspected at least once per every six -months and inspections are documented. general observation of the entire sewer system shall be conducted at least once per year. g. Overflows and bypasses shall be reported to the appropriate Division regional office in accordance with 15A MCAC 2B .0506(a), and public notice shall be provided as required by North Carolina General Statute §143-215.1C. h. A Grease Control Program is in place as follows: 1. For public owned collection systems, the Grease Control Program shall include at least biannual distribution of educational materials for both commercial and residential users and the legal means to require grease interceptors at existing establishments. The plan shall also include legal means for inspections of the grease interceptors, enforcement for violators and the legal means to control grease entering the system from other public and private satellite sewer systems. For privately owned collect;on systems, the Grease Control Program shall include at least bi- annual distribution of grease education materials to users of the collection system by the permittee or its representative. 3. This report must outline the actions taken or proposed to be taken to ensure that the problem does not recur. Any wastewater flow made tributary to the wastewater collection system extension prior to completion of this Engineer's Certification shall be considered a violation of the permit and shall subject the Permittee to appropriate enforcement actions. if the permit is issued to a private entity with an Operational Agreement, then a copy of the Articles of incorporation, Declarations/Covenants/Restrictions, and Bylaws that have been appropriately f led with the applicable County's Register of Reeds office shall be submitted with the certification. A complete certification is one where the form is fully executed and the supporting documents are provided as applicable. Supporting documentation shall include the following: a. One copy of the project construction record drawings (plan & profile views of sewer lines & force mains) of the wastewater collection system extension. Final record drawings should be clear on the plans or on digital media (CD or DVD disk) and are defined as the design drawings that are marked up or annotated with after construction information and show required buffers, separation distances, material changes, etc b. One copy of the supporting applicable design calculations including pipe and pump sizing, velocity, pump cycle times, and level control settings, pump station buoyancy, viet well storage, surge protection, detention time in the Viet well, and force rxlain, ability to flush low points in force mains with a pump cycle, and downstream server capacity analysis. If a portable power source or pump is dedicated to multiple stations, an evaluation of all the pump stations' storage capacities and the rotation schedule of the portable povier source or pump, include travel timeframes, sha!I be provided. c. Changes to the project that do not result in non-compliance ,vith this permit, regulations, or the Minimum Design Criteria should be clearly identified on the record dra.vings, on the certification in the space provided, or in written summary form, Prior to Certification (Final or Partial): Permit modifications are required for any changes resulting in non-compliance with this permit (including but not limited to pipe length changes of 10% or greater, increased flow, pump station design capacity design increases of 5% or greater, and increases in the number/type of connections), regulations, or the Minimum Design Criteria. Is this an ARPA funded project? If so, please include the DWI assigned ARPA project number in your response. 2. Consultant address is incorrect. 3. Your FTA is missing wastewater treatment facility information on page 1. 4. According to Section IX.4. of the FTA, the project is not located in a buffered basin. However, according to NC Riparian Buffer Areas map, the project is located in the Neuse River Basin. Please update Section IX.4. of the FTA to reflect this. 5. In the narrative please include pump details as mentioned in section VIII.6 of the FTA. 6. The topo map is unclear. Please submit an updated topo map indicating the project location and details. Additionally, in section V.1, it is mentioned that WQ0039606 (should be MOD) and WQ0042280 are receiving permits; these changes should be reflected in the provided maps for better understanding. 15A NCAC 02T .0107 Staff Review and Permit Preparation states: • "(2) (e) If an application is accepted and later found to be incomplete, the applicant shall be advised how the application or accompanying supporting information may be modified to make it complete. The staff shall advise the applicant: (2) if all required information is not submitted within 30 days, the project will be returned as incomplete. Any resubmittal of a returned application shall be accompanied with a new application fee."
