Per 15A NCAC 02T.0I05(c)(6), directly related environmental permits or certification applications must be being prepared,

Development — Sanford Sheetz. The following is our comment response letter addressing comments received from
NCDEQ dated March 8, 2024. Each comment is addressed and responded to as follows:

Comment 1: Is this an ARPA funded project? If so, please include the DWI assigned ARPA project number in
your response.
Response 1: This project is not ARPA funded.
Comment 2: Submit an updated FTA with following being addressed: [FTA 10-23 is now available]

Comment 2a: Please correct the approximate coordinates provided in Section 11.4 of the application. According to
the LatlLon provided, 35.40121-79.2317, the project area is located in 7001 Lark Ln, Sanford, NC

Comment 6: 15A NCAC 02T .0107 Staff Review and Permit Preparation states:
• "(2) (e) If an application is accepted and later found to be incomplete, the applicant shall be
advised how the application or accompanying supporting information may be modified to make
it complete. The staff shall advise the applicant:
(2) if all required information is not submitted within 30 days, the project will be returned
as incomplete. Any resubmittal of a returned application shall be accompanied with a new
application fee!

Comment 7: Please provide detailed wastewater design flow rates as per 15A NCAC 02T.0114(c). In Section
VI.7, please mention the establishment type, DDF gallons1100 sqf, and unit sqf facility size.
Response 7: Included in this submittal is historical data for various Sheetz stones covering the last 12
months of water bills from stores sized between 5,500sf and 6,500 sf. These stores are
standalone where the truck diesel, irrigation, car wash, etc is metered separately. The
average is 1,865 gpd. Per email coordination on 3113123, NCDEQ approved the historical
data for a now rate of 2000 GPM.
Comment 8: *Please note that the fee for fast track sewer extension permits has increased to $600 as of
October 3, 2023 [as stipulated in the 2023 House Appropriations Act, House Bill 259, Water Quality
and Stormwater Fees, Section 12.14(a)]
Response 8: Application fee of $600 was sent in with the first submittal.

1. GENERAL PROJECT
DESCRIPTION
The following lift station calculations report is for a proposed lift station at 2304 Jefferson Davis
Hwy in Sanford, North Carolina. There is an existing wet well and 2" forcemain that runs along
and then crosses Center Church Rd, eventually connecting to an existing gravity system at the
northern side of the intersection of Center Church Rd and Jefferson Davis Highway. The existing
wet well is being removed and a new pump station is being proposed with a 4' diameter t13.5'
deep wet well with an EOne grinder pump. The existing 2" forcemain will be replaced with a ±403'
long 1.25" forcemain that follows a similar profile of the existing force main. This pump station is
designed for 2,000 GPD average flow. A 2.50 peaking factor has been applied, resulting in an
estimated 4.0 GPM peak influent rate. With a total dynamic head of 31-ft, the system will operate
at t14GPM. The lift station will have a connection to a Generac 20kW natural gas generator, or
approved equal. Once the project is complete, Sheetz will own and maintain the pump station &
force main.
The existing average daily flow entering the wet well were determined to be t3,881 gallons per
day (GPD). This was determined using the daily flows for design provided by 15A NCAC 0.2T
.0114 Wastewater Desgin Flow Rates from NCDEQ based on the existing and historical uses
within the retail shopping center. The shopping center and its flows are being demolished and
replaced by the proposed Sheetz Gas Station. The proposed average daily flow entering the
system, based on historical data provided by Sheetz, is anticipated to be t2,000 GPD. Therefore,
because the proposed average daily flow entering the system is less than the existing flow, there
will be no downstream impact on the existing gravity sewer the force main is connecting to. See
Appendix A for calculations.
Per email coordiantion with Mary DePina from City of Sanford on 7/11/2023 titled Sheets Center
Chuuch Rd. the subject property does not need to provide sewer access to the adjacent property
for future connection. Therefore, the proposed pump station was only sized to handle the flow
from the proposed Sheetz facility.
Appendices C and E shows a comparison of total dynamic head calculations between a new pipe
(C factor of 150) and an end of life pipe (C factor of 120). With the new C factor, the pump will
operate at t13GPM with a total dynamic head of 36-ft, which is still suitable for the pump.

Included please find our Fast -Track Sewer submittal for the proposed `Sanford Sheetz Pump Station' along Center
Church Road in Lee County. There is an existing private pump station that currently services the shopping center
located on the site. The existing pump station & force main is being replaced to be able to service the new Sheetz
store. The new pump station includes a 4' diameter, 13.5' deep wet well with an EOne grinder pump, and f403
linear feet of 1.25" SCH 40 PVC forcemain. The proposed flows entering the system will replace, and is less than,

Thank you for the comments. They all seem relatively straightforward as we discussed.
For the design flow rates, our team used historical data of other Sheetz facilities between 5,500sf and 6,500sf with
the same use/operations to determine the flows of the pump station (the proposed building size of this project is
6,139SF). Attached is an Excel file that lists the last 12 months of water bills from Sheetz stores within the 5.5k —
6.5k building size. The stores included in this file are standalone, where the truck diesel, irrigation, car wash, etc
are metered separately. The average is 1,865 GPD, so we would like to propose 2000 GPD, which was reviewed,
coordinated and approved by City of Sanford.
Would this data satisfy your last comment regarding the design flow rates if we were to leave the FTA as showing
2,000 GPD?
