PROJECT SUMMARY: The proposed project is a major modification to existing major permit 14-08 and consists of the excavation (new) -of the existing boatlifts, piers and shoaled area beyond existing - docking facilities along the north side of North Shore MHP I. ,f North Shore MHP, LLC Field Investigation Report: North Shore Drive I Page 02 9. Narrative Description The North Shore Mobile Home Park, LLC project is located on the south side of Bogue Sound and the south side of North Shore Drive I, Atlantic Beach, Carteret County. The project area is found by turning off of Highway 70 East in Morehead City (Arendell Street) onto the on-ramp for Atlantic Beach. Follow the Atlantic Beach Causeway for approximately 2,774.41' (.53 miles) then turn right onto Old Causeway Road. Follow Old Causeway Road for approximately 2,768' (.52 miles). The entrance to North Shore Drive I will be the second one past the North Shore II entrance. The site is located on the left along the south side of Bogue Sound and the North side of the mobile home park. There is a current major permit (14-08) on file that is set to expire on December 31, 2018. The major permit authorized the maintenance excavation of the existing canals along the tract of land and has been modified on several occasions for slip additions, boatlifts, dock reconfiguration and new dock construction. The north side of the property adjacent to Bogue Sound, has not been dredged in the past and can be verified through aerial photography and previous DCM site visits. An SAV survey was conducted on 10/12/15 by Mr. Gregg Bodnar (DCM Fisheries Resource Specialist), Ms. Courtney Spears (Major Permit Coordinator), Ms. Heather Styron (Field Representative) and Mr. Ron Cullipher (Consultant with Stroud Engineering). The high ground property for North Shore Mobile Home Park, LLC is 224,471 square feet in size and consists of one large tract of land that leases to existing privately owned mobile homes. There are no lots lines recorded for this tract. There are numerous docking facilities with slips along the shoreline for this tract that serve each leased space. The high ground also consists of typical yard grasses, shrubbery and has a 45' x 535' expanse of coastal wetlands along the northern side (Bogue Sound Side) of the tract. The total length of shoreline for this area of the tract is 490' and has an average elevation of 3' above NHW. The proposed development is a private/community project. There are residential properties to the east and south of the project area. The Town of Atlantic Beach's Land Use Plan classifies this project area as Mobile Home Park with all parts of the AEC classified Conservation. Bogue Sound is not designated as Primary Nursery Area and the canals connecting to Bogue Sound are closed to the taking of shellfish. They both carry a water classification of SA/HQW. Water depths range from -1.5' nlw to -2.7' nlw depending on location, with connecting water depths of -4.5' to -5' nlw. No shellfish were observed = within the project area. Substrate along this area of Bogue Sound is mostly sand and silt. - The SAV survey conducted on 10/15/15 resulted in the following assessment; "Shoal grass was observed at 12 of the 14 boat slips and was categorized in the very sparse category (< _ 10%), and comprised of single shoots of shoal grass. The SAV was opportunistically North Shore MHP, LLC Field Investigation Report: North Shore Drive I Page 02 growing within sediment depressions where detritus had collected. The individual shoots of shoal grass observed in the samples had little to no root structure suggesting that the shoots were not rooted in the sediment but growing within the detritus. No evidence of a proper root structure was detected in any of the samples. Two samples indicated algal growth, determined in the field to be dichtyota species. Overall SAV was absent, but very sporadic shoal grass was observed in the same circumstance as the docks, single shoots located within sediment depressions that contained detritus." (Gregg Bodnar 11/2/15 Memo to Heather Styron, DCM) There was SAV observed closer to the shoreline (landward of the boatlift areas and due to this observation the fisheries specialist discussed a reduction in the dredge area (pre- proposal dredge area) with the consultant at the time of this survey, due to these landward SAV areas. The dredge footprint (pre -proposal) went from 1.226 acres of disturbance to a new dredge footprint (current proposal) of .968 acres which results in a 21.04% reduction. 10. Project Description: The current proposal is to conduct new excavation along Bogue Sound for the mobile homes numbered 500-513 within the North Shore Mobile Home Park I section. The applicant is proposing to excavate the boatlift areas and area directly in front of the boatlifts (north of boatlifts) with a bucket to barge method. A total of 3,900 cubic yards of material would be removed below nhw. The excavation dimension within the open water area of Bogue Sound (includes boatlifts) would be 57'to137' (depending on location) x 512' and has an average existing depth of -2.1' nlw. The proposed final depth for the' excavation area would be -4.0' nlw with a connecting water depth of -4.5' to -5' n1w. The spoils would be taken offsite by the contractor to a pre -approved spoil disposal site. 11. Anticipated Impacts: The new excavation within Bogue Sound would temporarily disturb 42,166 ftz of shallow sand and silt bottom habitat and remove 3,900 cubic yards of material from the system. The increases in suspended sediment and turbidity levels from the dredging will be temporary, occur while the dredging operation is taking place and should be minimal given the bottom composition. Maintenance excavation will likely occur as needed to maintain - the operation of these areas. There are nearby channels that have the necessary depth for boating and this proposed dredging is to allow for owners of the existing docks to be able to access these boating channels. The mobile home park is 8.5 acres off of Old Causeway Rd. on North Shore Drive I and North Shore Drive II. To the east of the site is a mix of single family homes and mobile homes. To the south are single family homes. To the north and west is Bogue Sound. A delineation of sub -aquatic vegetation (SAV) has been performed and the determination has been declared in the attached letter from Gregg Bodnar (DCM). In summary of this determination, there are no substantial SAV's being impacted by this proposed project. No wetlands shall be impacted with this project. No other work is proposed with this project other than dredging.
