The document we spoke of was DWQ Project #: 12 1128. There is also a document that I have CD13-007 Consistency Concurrence (DCM# 20120124), signed by Doug Huggett. I was curious if I need to make contact with them as well? This is exactly the information I sent to Brad. Please see the attached Scope Of Work, secondary map and coordinates we received from NAVFAC Atlantic to perform the installation of 54 pilings and warning signs in the waters around the K2 ranges in Stones Bay and the New River. Tasks 1.1. Contractor is responsible for obtaining all state and federal permits. 1.1.1. Permitting requirements need to be coordinated with Base EMD and NCDNR 1.1.2. Contractor is responsible to complete the Department of Homeland Security U.S. Coast Guard form CG -2554 (Rev. 03-03. 1.2. The contractor shall submit a work flow plan to Range Development Branch (RDB) 451-6099 to schedule the dates and times for installation. Once the schedule has been approved by RDB, it will be forwarded to the Contracting Office for their approval and NTP. 1.3. Contractor shall purchase and install (54) fifty-four pilings at the designated location. (See Figure 1 and Enclosure 1) 1.3.1. Piling material shall be designed for permanent installation in a salt water environment. 1.3.2. Pilings shall be installed to a minimum of (6) six feet in depth or depth capable of withstanding both incoming and outgoing tides and high water/storm conditions typical for the New River. 1.3.3. Pilings shall extend a minimum of (10) ten feet above the high waterline. 1.3.4. Pilings shall be installed in the New River along range identified Danger Zone 1.3.4.1. Locations are provided in enclosure 1. 1.3.4.1.1. Provided coordinate locations are approximate 1.3.4.1.2. Contractor shall ensure that the distance between pilings does not exceed 500 feet. 1.3.4.1.3. Contractor shall provide coordinates of actual location of installed signs. 1.4. Contractor shall purchase and install 54 Warning/Information signs on the pilings being installed (See Figure 2). 1.4.1. All attaching hardware and sign post shall be designed to withstand a corrosive environment (salt water). 2. Assumptions 2.1. The contractor shall provide professional UXO construction support necessary to minimize the explosive safety hazard or risk to human health and the environment during sign installation, including transiting to and from the work sites. 2.1.1. Where applicable, UXO avoidance can use to relocate signage a safe distance from an identified hazard. 2.1.1.1. Where UXO avoidance is used, contractor shall provide detailed description and location of hazard found. 2.1.2. All work shall be performed in accordance with all applicable Department of Defense guidance involving munitions and explosives of concern on active ranges. 2.1.3. The Contractor shall comply with all existing MCBCL, Federal, State and Local laws and regulations; inspect, classify and segregate range residue; properly dispose of any and all energetic items; process and demilitarize range residue as required to ensure compliance with DoD 4160.21 M-1 and to permit direct consumption/recycling by an authorized metals recycler; certify materials do not contain Ammunition, Explosives or Dangerous Articles (AEDA) or propellants, Explosives or Pyrotechnics (PEP); ensure chain -of -custody for range residue is maintained throughout the recycling process; manifest, transport and dispose of recovered hazardous wastes to an approved Treatment, Storage, Disposal Facility (TSDF); dispose of non- hazardous waste at an approved Class 3 landfill. Removal includes all certifications required by law and transportation to an appropriate disposal site. Documentation of materials removed shall be provided to MCBCL RDB. 2.1.4. Closeout Report. The contractor will prepare and submit a Closeout Report that includes a summary of work performed and representative photos of both unique and typical UXO removed. Draft Report within 30 days of completing field work. Final Report within 30 days of receipt of Government comments. 2.2. The Contractor shall comply with all existing MCBCL, Federal, State and Local environmental laws and regulations; and to permit direct consumption/recycling by an authorized metals/wood recycler, dispose of non -hazardous waste at an approved Class 3 landfill. Removal includes all certifications required by law and transportation to an appropriate disposal site. Documentation of materials removed shall be provided to MCBCL (RDD). 2.3. If contaminants are suspected through odor or visual inspections during soil excavation, the contractor shall stop work and immediately contact the Environmental Quality Branch (EQB) at 451-9641, for further instructions. 2.4. The contractor shall ensure sediment does not leave a construction site of any size as a result of land -disturbing activities. Contractor shall be responsible for damages for failure to comply with Federal or State permits or if issued a Notice of Violation. 2.5. The contractor shall repair any federally or privately owned item of property, damaged by any employee of the contractor or subcontractor(s), to its original condition at no cost to the Government. The contractor shall ensure that all underground utility lines are located and marked prior to the commencement of any activity that requires digging. The contractor shall bear all costs incurred as the result of damage to any functional underground object or utility (ex: power lines, water lines, sewer lines, telephone cables, television cables). 2.6. The Prime contractor shall coordinate the work schedule and access to the work areas with the Government Project Manager or if a Sub -Contractor with the Prime Contractor. Work areas shall be cleaned up and debris disposed of properly on a daily basis. No equipment or material shall be stored on the work site without specific permission from the Government project manager. 2.7. The contractor shall not perform any work other than that specifically stated herein without written approval from the Government Contracting Authority. Any hidden damage or additional requirements discovered during the course of the work shall be reported to the Government project manager immediately for direction and appropriate disposition. 2.8. BASE/RANGE ACCESS. Installation entry access/base passes shall be coordinated through the MCBCL Range Development Branch (RDB). The contractor shall coordinate with the MCBCL RDB, Mr. Fred Small at 910-451- 6099 to schedule range access dates and times for installation.
