E. - Quality Self Storage Used Car Dealership Town Creek Township, Brunswick County, North Carolina USACE AID# - SAW -2015-02133 NC DWR Project # -15-1200 Dear John, ��L9pb� DEC --�D 2 9 2015 I 7.01 ] Below you will find SEGi's response to your 3 December 2015, Notice of Incomplete Application, for JC Rentals, LLC (herein referred to as the "Applicant") Individual Permit application: 1. Please provide an existing conditions plan sheet as it is difficult to detennine where existing features are on the proposed site plan. Please show the former railroad bed and the jurisdictional connection (culvert) between the wetlands on the north side of the former railroad bed and those wetlands on the subject site. The railroad bed delneates the boundary of wetlands on the north side of the project area. Please indicate if the culvert connection and fonner railroad bed will remain or be removed. The culvert is to be removed. A note has been added to the site plan to denote this proposed action. In addition, an addendum to the site plan has been created to illustrate the former railroad bed and location of the jurisdictional culvert (see Attachment 1). 2. Please indicate if the proposed retaining wall on the north side of the project area will be constructed along the entire length of the wetland boundary. The retaining wall will not extend along the entire length of the wetland boundary line. The site plan has been enhanced to illustrate the limits of the structure and notes added, to ensure construction of the wall will not encroach within 1' of the wetland boundary line (see Attachment 1). 3. }our alternatives analysis did not take into account two adjoining lots to the east of the existing storage facility currently owned by the applicant. 117nile although these lots are not road frontage lots, the overall property owned by the applicant does /have road frontage. Mwiy businesses do not have road frontage but are located behind existing development and are accessed through internal roadways. Please explain why the applicant cannot utilize the property currently owned by him to achieve the proposed project. This should be considered in the applicants' ability to avoid and minimize impacts to waters of the U.S., including jurisdictional wetlands, to the maximum extent practicable. An alternative is practicable if it is available and capable of being done after taking into consideration cost, existing technology, and logistics in light of overall project purposes. SEGi has received the following text from the Applicant: SE -6i We would like to open a high quality, used car lot within property we own, as we see this as a great business opportunity for the Leland area. Currently, there are no high quality used, car lots in the area that we are proposing Leland is growing much faster than the average city in the United States. Used car lots are an expanding market. Therefore, a high quality, used car lot should be very successful in this area. By locating this lot directly on Hwy. 17, the visibility would be outstanding from passing traffic. Nationally, interest rates are low, gas is cheap, and the national economy continues to make headway—all of which has helped fuel the success of the automotive industry. From 2009 to 2014, new and used car dealerships together grew over 16%, adding nearly 166,000 jobs and $1.8 million to the economy. New car dealers were stagnant from 2001 to 2007 (when it lost 1%), the industry dropped 18% during the recession, leveled out, and then grew an encouraging 16% from 2009 to 2014. Used car dealers, on the other hand, saw a 20% upsurge from 2001 to 2007, lost only 15% to the recession, and climbed twice as fast as new cars (29%) from 2009 to 2014. In order to achieve this goal, it is necessary to fill the area between the former railroad bed and Hwy 17 This is where we would park inventory cars. The visibility, from Hwy 17, is dramatically superior to the rest of the property. Especially in the car business, road frontage is paramount to the success of a dealership Most people will not go out of their way to find a used car dealership. It is more likely they will find a used car on a lot that the see on a road they are traveling. Lastly, and most importantly, the rest of the property serves as a storage facility, which includes indoors and outdoors storage capabilities, making this portion of the property off limits to unauthorized personnel and/or customers. Therefore, the area is not workable, as employees of the car lot and potential buyers would have to penetrate the secure perimeter of the storage facility. From a security perspective, we cannot have used car sales take place within the storage facility. 4. The amount of mitigation will be determined after all of the proposed losses to waters of the US have been reviewed. Please call to discuss. 5. Please provide contact information for the NCDOT for the US Route 17 and Goodman Road (State Route 1414) rights-of-way. Because both of these roads abut the project site, the NCDOT should be notified in the public notice. NCDOT Highway Division 3 Benjamin T. Please provide an existing conditions plan sheet as it is difficult to deternine where existing features are on the proposed site plan. Please show the former railroad bed and the jurisdictional connection (culvert) between the wetlands on the north side of the former railroad bed and those wetlands on the subject site. The railroad bed delineates the boundary of wetlands on the north side of the project area. Please indicate if the culvert comteclion and fonner railroad bed will remain or be removed. The culvert is to be removed. A note has been added to the site plan to denote this proposed action. In addition, an addendum to the site plan has been created to illustrate the former railroad bed and location of the jurisdictional culvert (see Attachment 1). 2. Please indicate if the proposed retaining wall on the north side of the project area will be constructed along the entire length of the wetland boundary. The retaining wall will not extend along the entire length of the wetland boundary line. The site plan has been enhanced to illustrate the limits of the structure and notes added, to ensure construction of the wall will not encroach within 1' of the wetland boundary line (see Attachment 1). 3. lour alternatives analysis did not take into account two adjoining lots to the east of the existing storage facility currently owned by the applicant. lfqiile although these lots are not road frontage lots, the overall property owned by the applicant does have road frontage. Arany businesses do not have road fiontage but are located behind existing development and are accessed through internal roadways. Please explain wiry the applicant cannot utilize the property currently owned by him to achieve the proposed project. This should be considered in the applicants' ability to avoid and minimize impacts to waters of the US, including jurisdictional wetlands, to the maxinnunn extent practicable. An alternative is practicable if it is available and capable of being done after taking into consideration cost, existing technology, and logistics in light of overall project purposes. SEGi has received the following text from the Applicant: SF Gj We would like to open a high quality, used car lot within property we own, as we see this as a great business opportunity for the Leland area. Currently, there are no high quality used, car lots in the area that we are proposing. Leland is growing much faster than the average city in the United States. Used car lots are an expanding market. Therefore, a high quality, used car lot should be very successful in this area. By locating this lot directly on Hwy 17, the visibility would be outstanding from passing traffic Nationally, interest rates are low gas is cheap, and the national economy continues to make headway—all of which has helped fuel the success of the automotive industry. From 2009 to 2014, new and used car dealerships together grew over 16%, adding nearly 166,000 jobs and $1.8 million to the economy New car dealers were stagnant from 2001 to 2007 (when it lost 1%), the industry dropped 18% during the recession, leveled out, and then grew an encouraging 16% from 2009 to 2014. Used car dealers, on the other hand, saw a 20% upsurge from 2001 to 2007, lost only 15% to the recession, and climbed twice as fast as new cars (29%) from 2009 to 2014. In order to achieve this goal, it is necessary to fill the area between the former railroad bed and Hwy 17. This is where we would park inventory cars. The visibility, from Hwy 17, is dramatically superior to the rest of the property. Especially in the car business, road frontage is paramount to the success of a dealership. Most people will not go out of their way to find a used car dealership. It is more likely they will find a used car on a lot that the see on a road they are traveling. Lastly, and most i nportantly, the rest of the property serves as a storage facility, which includes indoors and outdoors storage capabilities, making this portion of the property off limits to unauthorized personnel and/or customers. Therefore, the area is not workable, as employees of the car lot and potential buyers would have to penetrate the secure perimeter of the storage facility. From a security perspective, we cannot have used car sales take place within the storage facility. The amount of mitigation will be detennined after all of the proposed losses to waters of the US have been reviewed.
