The property owner has requested that a new drystack boulder wall replace the existing wall prior to complete failure. The intent of keeping sediment and other debris out of the lake drives us in the direction of placing the new wall immediately in front of the existing wall. Years of leaking/collapsed drain pipes servicing drainage from S. Lake Summit Rd. into Lake Summit has caused soil piping and subsequent detrimental settlement of the existing wall. The drystack boulder wall will have adequate geotextile fabric, weep holes and other features to prevent failure associated with drainage and settlement issues. Neighboring walls are tied in with the existing block wall that is the subject of this letter. These "tie-ins" would be subject to failure should the existing wall be removed completely, thus causing widespread failure along the shoreline. Without a comprehensive engineering analysis, it cannot be determined what the neighboring walls would be subjected to and be able to withstand should the existing block wall be removed completely and an un-supporting rip-rap slope serve as a replacement. Construction of the new boulder wall (nominal boulder size 3'x2'x2') would be done by employing laborers in the lake bed assisted by a shore based track hoe to provide accurate placement of boulders and hand-placed fabric with arip-rap apron. The apron will protect against undercutting action produced by waves generated by wind or watercraft. The rip-rap apron provides the fish habitat desired by NC DWQ as well as the property owner with an aesthetic wall. The water depth at full pond is less than 1.Oft at the base of the existing wall. Construction is to begin immediately upon approval.
