I have attached a pre-construction notificarion application, a topo map with the project area circled, and a vicinity map. Also included is a construction sequence, construcrion plans, concurrence letter for the northern long-eared bat (NLEB) (Myotis septentrionalis) from USFWS. No endangered species were found on 07/30/2014. This project is subject to compliance with Section 106 of the National Historic Preservation Act of 1966. NCDOT Cultural Resources for Historic Architecture contracted with Acme Preservation Services to conduct eligibility evaluations for the resources in the area. Acme Preservation Services conducted a field survey and intensive evaluation of Bill Spainhour House, the John Ward House, and the Winfree-Speas House and the Narional Register-listed Old Richmond Courthouse site. It was concluded that none of the surveyed sites evaluated are eligible for the National Register due to lack of historical significance and historic integrity caused by alteration. Although the National Register-listed Richmond Courthouse Site remains eligible and intact, the project will end before reaching the courthouse site and therefore the site will not be impacted by the project The area was also recommended for an archaeological survey in order to idenrify any features related to a previously recorded site, the former location of the town of Richmond. However, this recommendation was changed to No Survey Required based on visual inspection by NCDOT archaeologist, Caleb Smith and an on-site meeting with Wake Forest University archaeologist, Dr. Paul Thacker. The forms from Cultural Resources for Historic Architecture and Archaeology are included in the packet for your convenience. During construction, erosion control devices wil] be installed and the culvert site will be dewatered during construction in accordance with NCDOT's Best Management Practices. The existing CMP, 15-inches by 25-feet, will be replaced with an 2-inch, 40-foot, CMP. As requested by the North Cazolina Department of Transportation (NCDOT) in your letter of June 30, 2015, we have reviewed the natural resources information and biological conclusion with regazd to the federally threatened northem long-eared bat (NLEB) (Myotis septentrionalis) for the subject project. The proposed project includes the secondary road paving project on SR 1601 (Payne Road) in Forsyth County, North Cazolina. VJe provide the following comments in accordance with the provisions of section 7 of the Endangered Species Act of 1973, as amended (16 U.S.C. 1531-1543) (Act). Habitat for the NLEB exists along the project corridor and has been evaluated for potential impacts from project implementation. According to the information provided, no caves or mines were found from a desktop search conducted for the project footprint and within one-half mile of the project. The only structure that will be demolished was checked for bat use and �one was observed. The closest summer record for the NLEB is more than 50 miles from the project vicinity. Potential summer roosting habitat (in the form of forested patches interspersed with farm fields) does exist within the project area, and some trees will be cleared during project implementation. SUMMARY OF CULTiJRAI, RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: Note: the initial review of this project (9/12/2014) recommended an archaeological survey in order to identify any features related to previously recorded site 31FY140/140**, the former location of the town of Richmond. However, this recommendation was changed to No Survey Required based on a visual inspection of the project area and an on-site meeting with Wake Forest University archaeologist Dr. Paul Thacker. The review included examination of a topographic map, an aeria] photogaph, and listings of previously recorded sites, previous archaeological surveys, and previous environmental reviews at the Office of State Archaeology (OSA). Also, a visual reconnaissance of the project azea was conducted on 12/18/2014. The topographic map (Vienna, N.C.) shows the A.P.E. is located on landforms with a low potentia] far prehistoric archaeological sites. Most of the A.P.E. is located on side slopes. The southwest end is near the floodplain of the Yadkin River, but the floodplain is not within the A.P.E. The aerial photogaph shows the A.P.E. is a mix of residential, wooded, and pasture/hay field. There aze several structures located along the road. There is a lazge pasture/hay field at the northeast end. The A.P.E. has not been previously surveyed for archaeological sites. It is not located within any projects that have been previously reviewed by the State Historic Preservaion Office (HPO). However, there is one previously recorded archaeological site (31FYI40/**) shown on the maps at the OSA at the northeast end of the A.P.E. (IPs boundaries inatch the location of the pasture/hay field shown on the aerial photograph.) Site 31FY140/** is the former site of the Richmond Courthouse, the short- lived site of the courthouse of the °lost town of Richmond." "Old Richmond" was the county seat of Surry County from 1774-1789. This site has received much attention through the years, including a historic research report (Hill 1982), and at least two archaeological excavations (Robertson 1985; Russell 1997). The site was listed on the National Register of Historic Places (NRHP) in 1984. (Two of these reports refer to the site as 31FY230, but this number is not shown on the OSA maps.) There are also approximately 13 sites reeorded within a 1/2 mile of the A.P.E. in the floodplain of the "No ARCHA&OLOGYSURV6YRIIQUII2ED"jorm JorMinor Transportaliom Projects os Orm! jed in the 2007 Pragrommatic Agreement. 1 of 12 Yadkin River. These are not described because we would not expect the A.P.E. to include any archaeological sites like those found in the Yadkin River floodplain. The landforms within the A.P.E. are mostly ridge side slopes with a low potential for prehistoric azchaeological sites. A reconnaissance of the project was conducted by NCDOT archaeologists Matt Wilkerson and Caleb Smith on 12/18/2014. The visual examination of the A.P.E. found that the road is located on landforms with a low potential for archaeological sites. The road is mostly located in a drainage valley between two ridges, and there are few level areas that would have been atiractive locations for prehistoric settlement or use. Also, much of the roadside has been disturbed by residential development and driveways. An examination of exposed surface areas showed eroded red clay soil. We did identify several structures older than 50 yeazs of age along tl�e road. These structures have been evaluated by NCDOT architectural historians (Griffith 2014). The architectural survey identified three historic structures (Bill Spainhour House [FY1448], John Wazd House [FY1449], and Winfree-Speas house [FY1451]) along the road. All three aze recommended ineligible for the NRHP. The report briefly describes the Old Richmond Courthouse site (FY3214). We met with Dr. Paul Thacker, anthropologisY at Wake Forest University in Winston-Salem, to discuss site 31FY140/140**. The site is within a 22-acre property that is owned and maintained as an historic site by Forsyth CounTy. It is a cleared tract located at the east end of the A.P.E. for this project. The previous archaeological work has been conducted by Wake Forest University personnel, and Dr. Thacker provided detailed maps showing the locations of the mid-1980s excavations. The excavations focused on an area well outside of the A.P.E. far this project. Dr. Thacker believes that the entire site of the former town is probably located within the Forsyth County property. He has not heard of any other structural features related to Richmond being outside of the property. Our visual reconnaissance did not identify any historic features, other than old homes mentioned above. Because of these factors, no further arcl�aeological work is recommended for this project.
