To respond to the question you asked me in your phone call this morning regarding the groundwater monitoring plan
required in our 404 permit Condition Q and 401 WQC Condition 12, here is a summary update:

A period of groundwater monitoring is required to obtain background levels of parameters specified in the permits
before gypsum/clay blend is placed in any reclamation area covered by the 2009 permits. That first area will be
Reclamation Area R-12, which incorporates the northeast "Hickory Point Area", with blend slated to be pumped there in
approximately 2-3 years. We are currently working on developing the groundwater monitoring plan with a groundwater
consulting firm, and should have that plan submitted to DWR and the Corps for approval in the near future.
