I believe that we are still waiting on the AJD. See attached email from Matt regarding it being sent to the EPA.
We did receive a provisional from Matt, so I think their internal review (District?) they were good with throwing out
wetland 2.

Thankyou for your review and meeting with us on March 20t". During the meeting with you and Zachary Thomas of
the NCDWR, we discussed your RFAI concerns below and are following up with information for your files. See
responses in below email. In addition, since this PCN application was submitted, one road crossing impacting a
stream and riparian buffers (i.e. Impact A) has been modified to reduce permanent stream (i.e. decreased by 66 LF
permanent) and riparian buffer (i.e. decreased by Z1-1,683 SF and Z2-increase by 2 SF) impacts. In addition to the
supportive information responding to items 1 & 2 below, I am also providing and updated PCN application and
updated Impact Map Set.

Good afternoon, I have been assigned as the project manager for your project. Thank you for your notification,
dated February 13th, 2024, for the above referenced project. I have reviewed the information and need clarification
before proceeding with verifying the use of Nationwide Permits (NWP) 29 and 18. Please submit the requested
information below (via e-mail is fine) within 30 days of receipt of this Notification or we may consider your
application withdrawn and close the file. Please email(matthew. k. martingusace. army. mi 1) me if you have any
questions/concerns or would like to set up at time to discuss.
Does this project have independent utility from the Dement Farms, LLC permitted project SAW-2021-
01323 directly across Horton Road? Please reference definitions found in 33 CFR 330.2(i) and NWP
definitions.
Response: Yes, that project is being developed and was permitted to a different entity. There are no shared
amenities, access roads and this proposed project could be constructed if that project didn't exist. The
only commonality is the property owner, Dement Farm, LLC. See attached recorded map from Wake
County GIS.
2. In the Threatened and Endangered species documentation you provided there is a "offsite" evaluation
area adjacent to SAW-2021-01323 and Old Knight Road, indicating the projects may have some
connection to the under construction SAW-2021-01323. The "offsite" evaluation area does not appear
on the proposed permit plans. Please further clarify if this project has independent utility and not
associated with a larger single and complete non linear project.
Response: The proposed project has a Force Main connecting down to Haywood Glen Drive. S&EC
completed a wetland and stream delineation for this easement and no potential jurisdictional features
were identified. See attached map set for the offsite evaluation.
3. Please note that responses to the questions above may prompt additional information requests to allow
full evaluation of the proposed project.
