Mr. Boss,

The wastewater treatment plant was found to be in violation of the SOC for the month of
January. Upon review of the data, it was found that we were out of compliance for the following,
weekly TSS, Monthly TSS, weekly BOD, monthly BOD, Monthly fecal, and daily DO. This is
due to the continuing problem with the shallow secondary clarifiers. This caused an upset in the
clarifiers and allowed solids to pass through. The western most secondary that had the frame
break is now being cleaned out to allow Harper construction earlier access than anticipated. We
are planning the tie in for the bypass to the primary clarifiers in the next week. We had to do
some structural repairs to the primary clarifiers before this could happen. Those repairs will be
completed tomorrow.
