I Walter K Wall 11 certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.

RE: Brack Wilson Pump Station Relocation and System Improvements
To Whom it May Concern:
Enclosed you will find the Fast Track Application for the Brack Wilson Pump Station Relocation and System
Improvements project. This application is submitted as a modification to the pre-existing WQ0043747
permit for this project. There will be no additional flow requested with this application. The proposed
modifications are a re-work of the previous design,which never went to construction.This project will still
encompass the planned duplex pump station, however the related gravity sewer and force main
requirements for this project will be reflected by the quantities discerned below, and no longer the
quantities which were previously submitted with this permit. This project will abandon the current Brack
Wilson Pump Station and relocate Brack Wilson Pump Station to a location on the same parcel. The
relocation of the pump station will include the replacement of pump station equipment. The permit for
the existing Brack Wilson Pump Station was not able to be located by the Owner or the Engineer. This
application is being submitted as if Brack Wilson Pump Station is a new pump station only because the
current pump station permit is unavailable.
Brack Wilson Pump Station Relocation and System Improvements project consists of the relocation of
Brack Wilson Pump Station approximately 100 feet southeast of the current Brack Wilson Pump Station
location and approximately 150 feet northeast of the intersection of North Forest Street and West Oak
Street. In addition, the project includes installation approximately 205 LF of 8-inch, 43 LF of 10-inch, and
21 LF of 12-inch gravity sewer of gravity sewer mains to convey flow from existing gravity sewer to the
new Brack Wilson Pump Station and approximately 125 LF of new 6-inch force main to convey flow from
the new Brack Wilson Pump Station to the existing force main.The lines which connect Brack Wilson Pump
Station to the existing gravity sewer and force main at the pump station's current location will be
abandoned or removed after the new pump station,gravity sewer,and force main segments(as described
above) are operational.

3/7/2024.
1. Is this an ARPA funded project? If so, please include the DWI assigned ARPA project number in
your response.
CS370561-04&SRP-W-ARP-0233
2. WQ0043747 facility name/project name is listed as'Brack Wilson Pump Station Relocation and
System Improvements.' Please verify that WQ0043747 FTA Section 11.1 is correct.
Application section has been updated with the underlined portion "Town of Selma SRF Brack
Wilson Lift Station Relocation and System Improvements Project"
3. Phillip McDaniel is not listed as the signatory authority for WQCS00294. Please submit a Change
of Delegatory Signature Authority form to the department and provide me with a copy.
Town will submit this after the next Board Meeting.As of now,the mayor will sign the permit
application, in accordance with 15A NCAC 02T.0106.
4. Section 111.1 of the FTA should match section X.2 of the FTA.
FTA has been updated to show James S. Craig as the PE. License No 20132
5. Sections VI.6 and VI.7 of the FTA need to be filled.
Sections VI.6 and V1.7 have been filled out.
6. Please provide detailed design criteria of the pump mentioned in section VIII of the FTA,
including appropriate documents.
Calculations for the lift station are provided in conjunction to this response.

9. According to Section F of the Application Instructions,an 8.5-inch x 11-inch color copy of a
USGS Topographic Map and an aerial map should be included with the application. The maps
need to clearly identify the project area,including the closest surface waters,general location of
the gravity sewer,pumpstations,and force mains,and the downstream connection points for the
receiving sewer. For the modification,it should clearly detail the existing and proposed
modifications with necessary components mentioned in section F. Please provide the required
maps according to the application requirements.
An updated site map has been provided which delineates the mentioned map elements in a more
clear and distinct manner.
10. Provide an updated narrative and cover letter including changes made to existing and proposed
modification.
Cover letter is provided in this resubmission to include the FTSE.

We will formally respond to your comments by sending the permit application with the requested information.This time signed by the current Mayor instead of the town
manager,in accordance with 15A NCAC 02T.0106.
The Town manager will have to wait until the next board meeting(which lies outside of our 30 day response timeframe to avoid re-paying the appLication fee)to have the
form filled out.Once that meeting occurs,they will fill out the signature authority form and mail it in.

Here is what I got from my colleagues.You can ask them to foLLow it.
The City Manager/Mayor for the Town of Selma can sign for the application but he still needs to fill out the form,wet ink sign it,email me a copy of the signed form,then
mail in the wet ink signature to the address provided on the form.
Johnston county W WTP cannot give authority for Town of Selma.

Hope your weekend treated you well!
We spoke on the phone briefly last Friday,and I mentioned setting up a meeting this week.However,I believe my questions may be better served to address in an email.
I have attached some bolded questions in return to some of your review comments below:
Can you confirm all that your office received in our application package/envelope?
1. PhiLlip McDaniel is not listed as the signatory authority for WQCS00294.Please submit a Change of Delegatory Signature Authority form to the department and provide me
with a copy.Phillip McDaniel is the current Town Manager,and thus has signature authority on behalf of the town.In addition,the Change of Delegatory Signature
Authority form refers to an NPDES Permit number(NC),as opposed to a colLection system permit(WQCS).Can you confirm that this form is necessary for this
permit,as we have not had this issue raised before.
2.Although there is currently zero flow,a Flow Tracking for Sewer Extensions(FTSE)Form is required.We have unchecked this box,as it was not supposed to be marked.
There is no new development associated with the project.The proposed Lift station is replacing the existing one in the same general location.Asa result,no new
flow will be sent to the downstream plant as apart of this project.Can you confirm that the FTSE document is re Levant to our case?
