Describe the overall project in detail, including the type of equipment to be used: The proposed project seeks to replace and extend a culvert across the unnamed tributary on the south eastern portion of the project area to access the upland portion of a proposed retirement residential development. The culvert proposed to be installed will be a 60 LF culvert and will be installed in -the - dry via a pump -around device (see Figures 5.0-5.2). The culvert will be embedded into the stream bed to ensure facilitate aquatic habitat and connectivity. The intermittent stream on the northern edge of the project area will be redirected through a culvert and French drain to construct suitable a building pad that will provide access around the building complex, additional parking and room for a building pad. Additionally most trees within the project area will be cleared, but all tree clearing (approximately +/- 4 acres) will be conducted outside of active bat seasons (October 15 — March 31). Typical construction equipment will be used on site including bulldozers, excavators, dump trucks, etc. All stream bed and banks will be restored to their original contour and will be stabilized. 4j. It is the opinion of ClearWater that this project is not likely to adversely affect the gray bat. Northern Long-eared Bat No naturally occurring suitable wintering habitat for northern Long-eared Bat (NLEB) exists within the project area. Potentially suitable summer habitat for the NLEB exists within the project area, however all tree clearing is to be conducted during the NLEB's non -active season October 15 th_ March 31st. It is the opinion of ClearWater that this project is not likely to adversely affect the northern long-eared bat. Tricolored Bat No naturally occurring suitable habitat (caves) for the tricolored bat were observed within the project area. It is the opinion of ClearWater that this project is not likely to adversely affect the tricolored bat. Bog Turtle No suitable habitat for bog turtle was found within the project area. No wetland impacts are proposed for the utility crossing, culvert installation, or commerical area. Additionally, the northern population of bog turtle does not occur in North Carolina. It is the opinion of ClearWater that the proposed project would have no effect on the northern bog turtle. Appalachian Elktoe The only occurring streams within the project area are small unnamed tributaries to Beaverdam Creek and are too small and lack proper substrate to support the Appalachian Elktoe population. In addition, there were no near element occurrences on the NHP website. It is the opinion of ClearWater that this project will have no effect on the Appalachian Elktoe. Mountain Sweet Pitcher Plant No bogs were observed within the project area; therefore, suitable habitat for mountain sweet pitcher -plant does not occur on this site. No wetland impacts are proposed for the utility crossing, culvert installations, or commercial area. It is the opinion of ClearWater that this project would have no effect on the mountain sweet pitcher plant. Rock Gnome Lichen Potentially suitable habitat for rock gnome lichen is not within the project area. The utility crossing, culvert installations, and project area lies at elevations below those known to support populations of rock gnome lichen, and no rock outcrops were observed. It is the opinion of ClearWater that project activities would have no effect on the rock gnome lichen. North Carolina Natural Heritage Program A review of the NC Natural Heritage Program (NHP) database on March 29, 2024, revealed no element occurrences (EO) of federally protected species within a one -mile radius of the project boundary. The proposed project is unlikely to disturb any federally protected species. See Attachment B.
