Subject: Remaining lagoon closure steps
Importance: High
Mr. Amick,
wanted to provide a summary of the remaining steps to close your lagoon after our meeting today. The
following steps must be completed and certified before your lagoon can be considered closed.
• If the bottom of the lagoon will not support earth moving equipment, please provide us with a
stamped letter from an engineer, stating it will not support earth moving equipment. Without the
stamped letter from the engineer, all remaining waste must be removed from the lagoon.
• With the stamped letter from the engineer stating it will not support earth moving equipment, up
to 1 foot of total agitated material, liquid and sludge combined, can remain in the lagoon. The
remaining waste in the lagoon must be land applied to fields in the updated closure plan to
reduce the remaining waste below the maximum allowable amount of no more than 1 foot of total
material at any point in the lagoon. If additional land is need to land apply the waste, please
contact Grayson Sarif to work on updating the plan.
• A survey will need to be conducted by NRCS/DSWC staff verifying the total remaining waste is less
than 1 foot. If you would like a survey prior to removing any waste to determine how much waste
needs to be removed, please request this technical assistance.
• A structural inspection should be requested of DWR staff to verify and document the amount of
waste removed is satisfactory.
• Once your engineer has finished the lagoon conversion to freshwater pond design please supply a
copy of the sealed design for review and approval by Dr. Jim Kjelgaard.
• After Dr. Jim Kjelgaard has approved the conversion to freshwater pond design, installation of the
conversion according to the design will need to take place.
• After installation of the conversion, all disturbed areas around the lagoon will need to be seeded
and mulched to reestablish vegetation.
• The DWR closure report form will then need to be completed by the appropriate personnel and
submitted to DWR.
• A letter must be submitted to DWR requesting rescission of your permit.
• Upon completion of these steps and final inspections, the lagoon will be considered closed.

closure process.
