Waste Treatment Facilities
Catawba County
Dear Mr. Innes:
A letter of request for an Authorization to Construct was received
February 13, 1986 by the Division and final plans and specifications for the subject
project have been reviewed and found to be satisfactory. Authorization is hereby
granted for the construction of a 0.015 MGD wastewater treatment facility consisting
of a 22400 gallon aeration tank, a 5086 gallon secondary clarifier, a 4718 gallon
sludge holding tank, 156 cfm each dual blowers, a 312 gallon chlorine contact tank
equipped with chlorine feed pump, a stand-by tablet feed type chlorinator, 50 GPM
effluent pumps with high water alarms, a 240 lineal feet of 3-inch force main and all
related valves, pipes, and appurtenances to serve Don Innes Laundromat/Carwash located
in Catawba County.
This Authorization to Construct is issued in accordance with Part III
paragraph C of the NPDES Permit No. NCO063355 issued December 18, 1986, and shall be
subject to revocation unless the wastewater treatment facilities are constructed in
accordance with the conditions and limitations specified in Permit No. NC0063355.
The Permittee must employ a certified wastewater operator in
accordance with Part III paragraph d of the referenced permit.
The sludge generated from these treatment facilities must be disposed
of in accordance with G. S. 143.215.1 and in a manner approvable by the North Carolina
Division of Environmental Management.
The Mooresville Regional Office, telephone number 704/663-1699 shall
be notified at least twenty-four (24) hours in advance of operation of the installed
system so that an in -place inspection can be made of said system. Such notification
to the Regional Supervisor shall be made during the normal office hours from 8:00 a.m.
until 5:00 p.m. on Monday through Friday, excluding State Holidays.

In event the facilities fail to perform satisfactorily in meeting its
NPDES permit effluent limits, the permittee shall take such immediate corrective
action as may be required by this Division, including the construction of additional
wastewater treatment and disposal facilities.
The Permittee shall provide for the pump station and force main the
following items:
a. Pump-on/pump-off elevations located so that 2-8 pumping cycles may be
achieved per hour in the pump station.
b. An air relief valve located at all high points along the force main.
c. A screened vent for the wet well.
d. Fillets located in the wet well at the intersection of the flooring and
sidewalls.
e. Three (3) feet of cover (minimum) over the force main or the use of ferrous
material where three (3) feet cannot be maintained.
f. Sufficient devices which will protect the pump station from vandals.
g. Flood protection if the pump station is located below the 100-year flood
elevation.
