March 26, 2024 NCDEQ - DWR 3800 Barrett Drive Raleigh, NC 27609 RE: Chatham Park - Section 7.1 Phase 2 Sewer System Extension Permit Dear NCDEQ Reviewer, On behalf of Chatham Park Investors LLC, please find the attached documentation in support of a Fast Track Sewer Application (FTA 10-23) for the referenced project. As noted in the application, this project will consist of 2,990 LF of 8" PVC sewer lines located South of Grant Drive, and North and East of Suttles Road, and will connect to sewer (7.1 Interceptor) permitted and constructed under separate cover (WQ0041884). These sewer lines will be tributary to the CLLC Pump Station also permitted and constructed under separate cover (WQ0010602). The sewer permit will be transferred from Chatham Park Investors LLC to The Town of Pittsboro, upon the construction and completion of the sewer extensions. The sewer proposed in this application will serve Chatham Park Section 7.1 Residential Subdivision Phase 2, consisting of 70 single family homes within this development. Due to the proposed project crossing sections of a stream along the western edge of the project, the required 404/401 authorization has been obtained (Permit # SAW-2020-00746 and WQC004228). The proposed project will meet all the DWR's minimum design criteria for sanitary sewer extensions. The design flow rate for this project is calculated at 12,600 gpd based on NCAC 2T Rules for wastewater flow rates and the DEQ approved sewer flow reduction of 60 gal/bedroom/day, approved under separate cover for Chatham Park, included with this submittal package. The proposed sanitary sewer line sizes are more than adequate to convey the design flow rates. NCDEQ - DIVISION OF WATER RESOURCES Sewer Extension Permitting, Richard Simpson, Environmental Engineer Application Section I The Applicant's name is listed as "Tim Smith" and the application is signed by Tim Smith, however the email address provided and all communication was sent to Rose Robin. She needs to be added to page 1 of the application. Update accordingly. There are no email communications with Tim Smith on my end since his last documented review on 10/30/2023, when he signed the FTA. Please get an email from Tim Smith stating that he is ok with all changes made to the FTA since 10/30/2023. RESPONSE: Mr. Robin Rose is a Registered Agent and has signing authority for Chatham Park Investors LLC. He is the Client's choice of contact person for all correspondence. We have revised the FTA to be signed by Robin Rose as Registered Agent, so that the signer and the email/contact information matches. Application Section IX.4 2. Haw River is part of Cape Fear River basin and within Jordan Lake Buffer Area. Technically, the river basin is Cape Fear. Update accordingly. RESPONSE: River Basin has been updated to "Cape Fear". The narrative discusses the downstream Village South Pump Station (WQ0042824) which has not been engineer certified in our BIMS system, thus no flow until certification. Section V.1. shows that the downstream sewer is the Chatham Park 7.1 Sewer Interceptor, WQ0041884. The narrative states that the downstream sewer is Chatham Park 7.1 Phase 1, WQ0042709. And the FTSE states Chatham Park Sec. 5.2 Sewer Interceptor, WQ0040741. Please get verification and update documents accordingly. Regarding your comments: 1 —Section IV and V indicates the proposed project will use Chatham Park Water Resource Recovery Center and the Town of Pittsboro. Please provide clarification on whether, upon completion of the project, the permit will be transferred from Chatham Park Investors, LLC to the Town of Pittsboro. The permit for the Chatham Park Water Recovery Center will be transferred from Chatham Park Investors LLC to the Town of Pittsboro, upon completion and certification of the sewer extensions. I have added a note to this effect to Section IV of the attached FTA, to clarify. 2—Section IX.5 indicates the proposed project does not need a 404/401 authorization. The proposed project will cross sections of a stream along the western edge of the project. Please verify why you would not need 404/401 authorization. This was an error on my part. The box should have been checked indicating that a 404/401 authorization is required and a permit does exist for this project. I have updated item IX.5 of the attached FTA application, added a reference to the 404/401 permit number in our attached cover letter and attached copies of the permit to this email.
